PUBLIC NOTICE is hereby given that Roy Watson near Kimesville,
North Carolina, has applied to the North Carolina Division of
Environmental Management for a Water Quality Certification
pursuant to Section 401 of the Federal Clean Water Act and
Environmental Management Commission rules in 15A NCAC 2H .0500
and 15A NCAC 2B .0109. The activity for which the certification
is sought is to construct an access road across wetlands and an
unnamed tributary on Big Alanmace Creek in Guilford Count.
The public is invited to comment on the above mentioned
application to the Division of Environmental Management.
Comments shall be in writing and shall be received by the
Division no later than November 8, 1991. Comments should be sent

Reference the situ visit of September 4, 1991, conducted by Mr. John
i Thomas of my staff your property located off S.R. 3093 (Scythe Road),
adjacent to r:n unnr 3d :tributary to Big Alamance Creek, west of Kimesville,
Guilford County, North Carolina. The purpose of this site visit was to review
provided plans for a proposed access road, and to inspect the site for
wetlands subject 'o Dep.irtment of the Army permitting authority.
The site visi revealed that the proposed road access is located adjacent
?.' to, and above th( teadwaters of, an unnamed tributary of Big Alamance Creek.
The review of thctiroposed development plans indicates a single crossing of
' the aforemention(- tributary. All other impacts are on high-ground.
