Subject: Proposed Fill in Headwaters or Isolated Wetlands
Farm ponds for Ray Crouse, G. Allen Leonard,
Frank Parnell, and Perry Walter
Davidson County
Upon review of your request for Water Quality Certification
to place fill material in less than on acre each of wetlands for
farm pond construction, we have determined that the proposed fill
can be covered by General Water Quality Certification No. 2176
issued November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for cov-
erage under Corps of Engineers' Nationwide Permit No. 26.

This is to inform your office of G. Allen Leonard's
intentions to build a farm pond on an unnamed tributary of
Brushy Fork Creek in Davidson Co., NC. Mr. Leonard plans to
construct a pond with a normal pool area estimated to be O.B
acres. Please see the enclosed copy of U.S.G.S. Midway
Quad. topographic map with the proposed pond site location.
Mr. Leonard has received notification from the U. S.
Army Corps of Engineers that his proposed work is authorized
by Nationwide Permit No. 26, provided it is accomplished in
accordance with certain conditions. One of those conditions
is that a state water quality certification be obtained or
waived. Please respond on the need for an individual water
quality certification.
