A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. Further fill beyond the 0.155 acres will require an additional 401 Certification from the North Carolina Division of Environmental Management. Taylor Carteret County PROJECT DESCRIPTION: The applicant states that he proposes to upgrade a septic system. The Pre-discharge Notification form does not indicate the extent of wetland impacts on the site, however, plans submitted indicate approximately 1.52 acres of the site has already been cleared and approximately .155 acres has already been filled. Apparently this .155 acres is where the house and septic system are to be located. According to Earnie Jehnke with the Corps of Engineers, the entire site has hydric soils and is located above the headwaters of the nearest stream. On June 28, 1991, the applicant was sent a letter requesting a completed and correct PDN form and project map. On July 15, 1991 this Office received the same PDN form originally submitted and sketch of the site. The project has been reviewed to determine impacts to water quality. The following comments have been provided. 1. The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No. 2176 for headwaters and isolated wetlands. It is recommended the Certification be issued only for the existing .155 acres of fill. Until the applicant can submit a complete application and demonstrate he has no practicable alternatives, the cleared areas on the site which are now starting to revegetate should be left undisturbed. Based on the site investigation and conversations with the Corps of Engineers it was determined that more than one acre of wetlands has already been impacted by filling and/or clearing. The evaluation was made according to the Laws and Rules for Sanitary Sewage Collection, Treatment and Disposal, Section .1900 of the North Carolina Administrative Code.
