A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. E.-rl Environmental Engineer Supervisor 401 Certification Caldwell County Schools, Playground Expansion Colletsville Elementary School Broyhill Walking Park (Charles Davis) Caldwell County I visited the site of the proposed stream relocation for the playground expansion at Colletsville Elementary School on June 13, 1991. As explained to me by Mr. Earl Bradshaw of Caldwell County Schools, the relocation involves about 200 feet of an unnamed tributary to the John's River. The relocation will involve no clearing, as it is in a grassed area and the stream bank is not wooded. The only wetland involved is the stream itself, which I considered a low priority for protection based on the site visit. The construction should be carried out in such a manner to minimize sedimentation into the John's River approximately 300 feet downstream. Disturbed areas should be stabilized as soon as possible. Based on the description of the work proposed to the Broyhill Walking Park, no site visit was made and no comments are made on the Nationwide Permit for this project. Bradshaw Caldwell County Schools Post Office Drawer 1590 Lenoir, North Carolina 28645 Dear Mr. Bradshaw: Thank you for the inquiry of March 27, 1991, regarding your plans to relocate approximately 200 linear feet of an unnamed, headwaters tributary to the Johns River at Collettsville Elementary School to expand playground facilities in Collettsville, Caldwell County, North Carolina. For the purposes of the Corps of Engineers' Regulatory Program, Title 33; Code of Federal Regulations (CFR), Part 330, published in the Federal Register on November 13, 1986, lists nationwide permits. Authorization was provided for discharges of dredged or fill material into non-tidal rivers, streams, and their lakes and impoundments., including adjacent wetlands, that are located above the headwaters and other non-tidal waters of the United States, including adjacent wetlands, that are not a part of a surface tributary system to interstate waters or navigable waters of the United States. This general authorization is valid only for work that causes the loss or substantial adverse modification of less than 1 acre of wetlands. Your work is authorized by nationwide permit provided it is accomplished in strict accordance with the enclosed conditions. Please be aware that this authorization does not relieve you of the responsibility to obtain any required State or local approval. This verification will be valid until the nationwide permit is modified, reissued, or revoked. All the nationwide permits are scheduled to be modified, reissued, or revoked prior to January 13, 1992. It is incumbent upon you to remain informed of changes to the nationwide permits. We will issue a public notice announcing the changes when they occur. Futhermore, if you commence or are under contract to commence this activity before the date the nationwide' permit is modified or revoked, you will have 12 months from the date of the modification or revocation to complete the activity under the present terms and conditions of this nationwide permit.
