Quality Cer*ification No. 2671 issued January 21, 1992. A copy
of the General Certification is attached. This Certification may
be used in qualifying for coverage under Corps of Engineers`
Nationwide Permit No. 26.

This Office has reviewed the subject 401 Certification and
offers the following comments. Even though the proposed wetland
disturbance area is 0.89 acres, ditches leading to a sediment
basin used for erosion control make up the bulk. Upon reviewing
the descriptions of the wetlands, they appear to be of low value.
It is recommended that the permit be issued.

Dear Dr. Dorney;
Please find enclosed, for your review, a request for 401 Water Quality
Cerification for NWP 26 activities associated with the construction of the
Concord Regional Airport in Cabarrus County, NC. Total proposed
impacts will be less than one acre (0.89 acre) and will be located entirely
above the headwaters. These impacts are necessitated by the requirement
for sediment and erosion control structures on development sites for water
quality purposes. A boundary determination has been performed to identify
wetland boundaries within the area to be disturbed and a copy of all
supporting documentation has been provided to Steve Lund of the Asheville
COE Field Office.
This project has been reviewed by the Mooresville Water quality office for
the purposes of sediment and erosion control. Approved sediment /erosion
control plans were prepared by W.K. Dickson Engineering of Charlotte.
Please do not hesitate to contact me if I can be of assistance to you or if you
have questions regarding this request. Thank you very much for your
prompt review of enclosed information as the City of Concord wishes to
perform the proposed activities under the existing Nationwide program.
