A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. Gregson* C° Wilmington Region 1 Office Through: Dave Adkin v Wilmingto R Tonal Office k ? 1°?9 a??a9 Qua ?c Subject: Regional Office Review and Recommendations Application for Permit for Excavation and/or Fill Project # 9108-B Brunswick County Emergency Services Center Brunswick County PROJECT DESCRIPTION: The applicants original proposal was to impact 1.8 acres of wetlands for the construction of a stormwater pond and guy wire pads for the proposed radio tower. The applicant was sent a letter on August 20, 1991 concerning the wetland impacts associated with the project. On August 12, 1991, we received a revised plan for the project. The stormwater pond has been deleted from the project and the only wetland impacts will be the construction of two guy wire anchors and the clearing of trees under the guy wires. Wetland impacts will total 0.9 acres. The project has been reviewed to determine impacts to water quality. The following comments have been provided. 1. The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No. 2176 for isolated wetlands. 3. The proposed project should be done in such a way as to not cause the turbidity outside the immediate construction area to exceed 50 NTU. 4. It is recommended that only selective clearing of trees under the guy wires be conducted. Slow growing trees such as Bald cypress and Black gum should be left if they pose no danger to the radio tower. This office has no objection to the project as proposed. The 1.8 acres of affected wetlands, located by Brunswick County Soil Scientist, Walter Marley and field approved by the U.S. Arm Corps of Engineers as shown on Sheet No. L1. Please provide us with a Water Quality Certificate so we may apply for a nationwide permit from the U.S. Army Corps of Engineers.
