Upon review of your request for Water Quality Certification
to place fill material in 0.3 acres of wetlands for hog lagoon
and hog operation located in Bladen County, we have determined
that the proposed fill can be covered by General Water Quality
Certification No. 2671 issued January 21, 1992. A copy of the
General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers`
Nationwide Permit No. 26.

Ronald Gooden Hog Farm
NW 26, Project No. 91906
Near Elizabethtown, Bladen County
It is Mr. Gooden's intention to construct a small hog nursery house with
the necessary waste disposal facilities, including a lagoon and spray
irrigation system. At the time of site visit by FRO staff on April 15, 1992,
the majority of the site had been cleared and grubbed. Mr. Gooden indicated
that the wetlands had not been disturbed at this point. A narrow finger of
wetland, approx. 80 ft. x 150 ft., has been delineated and flagged. This area
had been originally planned for use but is now on indefinite hold due to the
sizing down of the planned facility. However, Mr. Gooden wishes to obtain the
necessary approvals in the event that the operation should grow in the future
and require that space.
Given the small size of the wetland involved and the absence of any
significant uses, it is the recommendation of this office that the requested
certification be provided. This wetland area is not part of the land
application site.

Dear Mr. Gooden:
This is in regards to your inquiry concerning plans to construct housing
for a hog farming operation adjacent to S.R. 1003, Bladen-4unty, North
Carolina. In order to construct this facility, less than an acre of isolated
wetlands are to be filled. The work is authorized by Nationwide Permit Number
26.
For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330, published in the Federal Register
on November 13, 1986, lists nationwide permits. Authorization was provided
for discharges of dredged or fill material into non-tidal rivers, streams, and
their lakes and impoundments, including adjacent wetlands, that are located
above the headwaters and other non-tidal waters of the United States,
including adjacent wetlands, that are not a part of a surface tributary system
to interstate waters or navigable waters of the United States. This general
authorization is valid only for work that causes the loss or substantial
adverse modification of less than one acre of wetlands.
Your work is authorized by nationwide permit provided it is accomplished
in strict accordance with the enclosed conditions. The nationwide permit does
not relieve you of the responsibility to obtain any required State or local
approval.
This verification will be valid until the nationwide permit is modified,
reissued or revoked. All nationwide permits are scheduled tp be modified,
reissued or revoked prior to January 13, 1992. It is incumbent upon you to
remain informed of changes to the nationwide permits. we will issue a public
notice announcing changes when they occur. Furthermore, if you commence or
are under contact to commence this activity before the date the nationwide
permit is modified or revoked, you will have 12 months from the date of the
modification or revocation to complete the activity under the present terms
and conditions of this nationwide permit.
