Dear Mr. Krpata:
Subject: 401 Water Quality Certification Inspection
Brighton Place Section 3
DWQ Project # 2005-1098 vs 2
Gum Swamp [NSW, C]
On June 23, 2009, Anthony Scarbraugh of the Division of Water Quality (DWQ) inspected the
two stream crossing located to the southwest of the intersection of SR 1128 (Davenport Farm
Road) and SR 1127 (Frog Level Road) in Pitt County. This project was inspected for compliance
with the Buffer Authorization Certification and General Water Quality Certification (GC) #3627
with Additional Conditions granted on September 26, 2007 for the construction of a two new
stream crossing at the subject property.
The GC and Buffer Authorization approved impacts of 149 linear feet of stream and 14,193
square feet of protected riparian buffer to complete your project as described in your application
received by DWQ on August 9, 2007.
The inspection revealed that the project has not yet been completed. As such, you will be
rescheduled for an inspection at a later date. This office would like to remind you that you are
limited to the impacts proposed in your application and you must comply with additional
conditions detailed in Buffer Authorization and GC granted on September 26, 2007.
As a reminder, if you change your project you must notify us and you may be required to send us
a new application. If the property is sold, the new owner must be given a copy of the
Certification and approval letter and is thereby responsible for complying with all conditions.
Upon completion of all work approved within the 401 WQC, and any subsequent modifications,
the applicant is required to return the enclosed certificate of completion to the 401
