Durham County
Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to a tributary
of Northeast Creek, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

Dear Mr. Mills:
Attached is a copy of portion of the Southwest Durham, NC US Geological
Survey Map showing the location of the Sumitomo property. The less
than one (<l) acre of wetlands found on the property is associated with
an above the headwaters intermittent drainageway associated with
Northeast Creek and has been confirmed by the Corps of Engineers on
February 1, 1990. A portion of these wetlands will be filled to alleviate
erosion problems associated with an existing roadway.
Please confirm that this fill is authorized by your general 401
Certification covering fills of less than one acre of wetlands above the
headwaters.
