Box 27687 Raleigh, NC 27611 RE: PROPOSED STOREROOM/CONSTRUCTION FACILITY - 401 WATER QUALITY CERTIFICATION Dear Mr. Mills: North Carolina Power is proposing to construct a Storeroom/ Construction Facility on 17 acres of property on State Route 1208 in the Town of Kitty Hawk. We request certification under section 401 that the project will be in compliance with applicable state water quality standards. Attached for your review are six copies of the site plan. Currently, the populace of the outer Banks is served by a District Office in the Town of Manteo. As the center of growth has moved northward, it has become increasingly difficult to provide fast, reliable service for our customers. The proposed Storeroom/ Construction Facility will allow us to better serve the citizens of the Outer Banks. Recognizing that locating a suitable site would be quite a challenging undertaking, a task force was formed in 1986 to conduct a search for available land. The committee determined that the ideal location should meet the following criteria: 1. Contain approximately 15 acres. 2. Be located near the areas of fastest growth and Kitty Hawk substation. 3. Provide access to Highway 158 By-pass and an alternate access to Highway 158. 4. Be protected from ocean salt contamination. 5. Be at elevation 9 feet or above. An extensive search was conducted for a site that met the established criteria. Properties from Moore Shores near Avalon Beach to Southern Shores were investigated. It became evident that a location between the Currituck Sound Bridge and 158 By-pass would Mr. William C. Mills, P.E. June 15, 1990 Page 2 most closely satisfy the criteria. Three sites were located and investigated between the Currituck Sound Bridge and 158 By-pass. One was directly across Highway 158, north of the proposed site, in Southern Shores. A second site was located on Highway 158 just west of the Visitors Center. These sites were eliminated from consideration because construction would require extensive filling of wetlands. During January and February of 1989, another search of the area was conducted to find possible sites. No new sites could be found. A wetlands delineation was conducted by Environmental Services, Inc. and a survey was performed by Waterway Surveys and Engineering, Ltd. The U.S. Corps of Engineers found both the wetlands delineation and the survey to be accurate. Our engineers have developed an innovative site plan that maximizes use of the areas that are not wetlands. However, it will be necessary to fill less than one quarter of an acre of isolated wetlands in order to effectively use the property. The wetlands to be filled are shown on the site plan. Mr. Ralph Thompson of the U.S. Corps of Engineers recently visited the site and determined that the project qualifies for Nationwide Permit No. 26. Mr. Robert Abernathy of the Division of Coastal Management has also visited the project and determined that no approvals are necessary under LAMA. Please contact Mr. R. L.
