Upon review of your request for Water Quality Certification to
place fill material in an isolated wetland area near Whiteville,
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2176 issued November 4,
1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

Enclosed is a,401 Certificate Request to place approximately.
6100 cubic yards of fill dirt, asphalt, concrete and stone
over 3.2 acres of marginal isolated 404 wetlands for improve-
ments to an apartment complex site located in Whiteville,
North Carolina. This 8.86 acre tract will contain 80 family
units and is proposed by Cardon Construction Co., Inc., of
Whiteville. The property is located along the south side of
Park Road near the intersection of Blue Jean Road and old
Tram Road.
The wetlands lie adjacent to an old (± 40 year) man-made
drainage canal and lies landward of its berm which frequently
dams up normal runoff. Also,`logging damage of the soil structure
has occurred making ruts in the soils. The applicant wishes to
fill the ruts and landscape around the complex. This property
also has sewer and water installed along the canal and roadway
respectively. The applicants desire to start construction
within the next 40 days so a timely review would be greatly
appreciated.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
N/A title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.

Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line

location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include

9 CERTIFICATION AND PERMIS-
SION TO ENTER ON LAND
Any permit issued in response to this application
will allow only the development described in the
application. The project will be subject to condi-
tions and restrictions contained in the permit.
I certify that to the best of my knowledge, the pro-
posed activity complies with the State of North
Carolina's approved Coastal Management Program
and will be conducted in a manner consistent with
such program.

do in fact, grant permission to representatives of
state and federal review agencies to enter on the
