Shore Park Partnership Ltd. Page two 9. PROJECT DESCRIPTION The project consists of an existing boat basin and subdivision. The project was permitted under State permits 120-79 and 277-84. There is an existing basin measuring approximately 215' x 250' x -5' mlw and this feature is connected to the AIWW by an access channel approximately 1,350' long x 50' wide x -5' mlw. The basin was bulkheaded at the time of construction. Unfortunately the material used from the construction was improperly treated and the bulkhead has failed at the water line over the entire length of the structure. Some minor shoaling has occurred within the basin from the fill material landward of the bulkhead. There is also some shoaling within the access channel. The adjacent waters are classified as SA closed and the area is a designated primary nursery area and the area is also an designated ORW. The applicants agent proposes to remove all of the existing failed bulkhead and will replace it with new material. The work will be accomplished in segments as shown on drawings 3 of 8 through 6 of 8. In all cases the existing fill material will be removed and stock piled landward of the existing wall. It will be necessary to excavate from below the mlw contour in order to make room for the new installation. Silt fencing will be used where necessary in order to prevent entry of stock-piled material into the adjacent marsh on waters where there is existing walkway around the basin it will be removed in sections and will be reattached to new bulkhead. In that area where the free standing wall was installed (sheet 6 of 8) no excavation will occur. The existing deadmen system will be utilized. The contractor will cut the existing rods and weld new ones to them. In addition to the bulkhead maintenance the applicant is also requesting maintenance excavation of the basin and channel as part of the renewal procedure for this proposal. The material will be removed by means of a barge mounted excavation and will be stored on a second barge until off-loaded at the edge of the basin from where it will be trucked to a high ground disposal area. The cubic yardage has not been calculated due to the future timing of this activity. 10. ANTICIPATED IMPACTS The bulkhead will fail in a very short time without repairs. The contractor has outlined adequate plans to minimize the impacts of the procedure. As for the basin/access channel maintenance the proposed method of excavation has proved very successful on several recent projects.
