PROJECT SUMMARY: The applicant proposes to maintenance excavate a section of the man-made canal 60' long x 30' wide x -4.5' deep; the spoils (some 300 cu. yds.) will be retained on the highground. A private pier measuring 20' long x 4' wide paralleling the bulkhead is planned for construction. The existing bulkhead will be refaced with .a new 60' structure. 9. NARRATIVE DESCRIPTION: The applicant, Mr. Bradford Perry, has submitted a permit request to maintenance excavate the man-made canal in front of his two residential lots (#192 & #193) located on Pelican Drive, in Fairfield Harbor Subdivision, off of Northwest Creek, in Craven County, NC. Mr. Perry's plans also include construction of a simple pier measuring 20' long x 4' wide paralleling the existing bulkheaded shoreline. One mooring piling will also be installed as shown on the workplat drawing. It will be located 20' from the bulkhead which is one-third the width of the canal abreast of the proposed pier. The existing asbestos bulkhead is deteriorating, and the applicant proposed to "reface" the structure with a new bulkhead that will have an onset alignment of approximately 611. Refacing is a construction technique developed by local contractors to replace weakened asbestos bulkheads without undue disturbance to the old structure, or encroachment on the marine environment. The new wooden bulkhead is constructed as a free-standing unit and anchored when possible to the highground. Several of the bulkheaded lots on the canal near the project site have been refaced in the past few years. In terms of background information on the canal, the Division of Coastal Management issued Permit #117-87 to Neuse Realty and Insurance Company/John K. Wheeler in June of 1987 to maintenance excavate the same area of the canal immediately adjacent to Mr. Perry's project in front of Lots #190 and #191. As Mr. Perry's project plans show, a somewhat rectangular area measuring 60' long x 30' wide will be excavated to a depth of -4.5' NWL. The resultant spoil, some 300 cu. yds. of silty sand, will be stockpiled on the highground property landward of an earthen containment berm. Once the material has de-watered, it will be spread over the two lots and landscaped. A silt fence will be employed around the yard to contain silt-laden runoff. The proposed excavation will directly displace approximately 100 sq. ft. of voluntary marsh vegetation dominated by salt meadow grass (Spartina patens) and Section 1404' type wetlands, such as, one bald cypress tree. The marsh area measures about 20' long x 5' wide. As noted on the workplat drawing, a floating mat of FIELD INVESTIGATION REPORT - BRADFORD PERRY, CRAVEN COUNTY PAGE #3 "alligator weed" has moved into the canal and has wrapped around the salt marsh. The alligator weed also will be removed by the planned excavation. Construction plans for the applicant's house on Lots #192 and #193 are not yet complete, and therefore, do not appear on the workplat drawing. Fairfield Harbor is served by City water and sewer. The surface waters within Northwest Creek and the man-made canal system of Fairfield Harbor are considered inland waters and classified 'SC' and are closed to the harvesting of shellfish. 10. ANTICIPATED IMPACTS: The proposed project will directly displace approximately 100 sq. ft. of high marsh vegetation dominated by salt meadow grass. The area contains other plant species growing above the NWL. The maintenance excavation will also displace 1800 sq. ft. of canal bottomland. The canal is reported to be -6' deep on NWL so that the adjusted water depth of -4.5' is not considered excessive. The proposed pier and mooring pile will fit comfortably into the horseshoe canal without causing a problem to neighboring navigation. Land-disturbing activities associated with 300 cu. yds. of spoil appear to be under control with adequate sediment containment measures. PREPARED BY: JAMES L. This is the day of x'?- Lando ner or Authorized agent 12/89 t NARRATIVE Applicant's property is Lots 192 and 193 of Section 5, Part 2, of Treasure Cove Jamaica, located in the Fairfield Harbor Subdivision, which is near the end of Broad Creek Road (NCSR 1600) in craven County. The property is situated at the head of a man-made canal which is part of an interior canal system that connects onto Northwest Creek. The uplands of the property consist of sandy soils on which are growing scrubby grasses and mature pines. Upland elevations reach as much as 6' above sealevel. These elevations grade sharply to the existing bulkhead, which demarcates the original shoreline. Waterward of this bulkhead, sand and silt have accumulated on which is growing a mixture of marsh species, predominately salt meadow grass. Waterward of this marsh area, a floating mat of aquatic vegetation has also developed. Water depths taper gradually downward to approximately 6' in the central portion of the canal. The applicant is proposing to maintain the canal to a depth of -4.5'. This will require the excavation of the volunteer marsh fringe and removal of the floating aquatics mat (approximately 675 s.f.) The applicant also plans to build a new bulkhead immediately adjacent to the existing structure, in order to shore it up, and eventually a residence is planned for the upland portions of the lot.
