Dear Mr. Davidson
Columbia Forest Products, Columbia Carolina Division located in Old Fort, —North_ Carolina
(Columbia Carolina) is submitting this response letter regarding Notice of Violation (NOV) tracking
number NOV-2018-LV-0016 received on January 11, 2018. The NOV identifies an ezceedance for,.
total suspended solids and settleable solids for the daily sampling event on October 23, 2017, Since �
there was only one discharge -event fmr the month, the monthly average was also exceeded.
Typically there is no discharge from the pond. On October 23, 2017 McDowell county experienced
a severe storm that resulted in 2 to 5 inches of ram(; throughout the county in a very short period of
time causing wide spread flooding which prompted a state of emergency to be declared, the onsite'
rainfall total was measured at 1'15 inches for this storm 'eve nt. With the high intensity of the rain,
excess storm water. did not have time to infiltrate elsewhere onsite and filled the pond. The sudden
increase in volume: did not allow for the suspended materials to settle out as normally occurs with
lighter rainfall.
Following the intense storm event we took immediate action to evaluate the pond and also
completed the annual inspection of the pond as part of our ongoing preventative maintenance
program on November 29, 2017. There were 'no concerns identified during the nspecti.on.
Columbia is continuing to evaluating best management practices and other opt such such as
increasing the capacity of the: pond and levelcontrol management to prevent discharges from the
pond during extreme precipitation events in the future.

Please find attached the response letter for the January NOV letter. Please review and let us know if you have any
comments/changes. If it all looks good please go ahead and submit it, it needs to be submitted by Thursday January 25
to meet the 10 business day requirement in the NOV.
1.) Print and sign the letter where indicated.
2.) Scan a copy of the signed letter to retain in your files and email us a copy for our riles.
3.) EMall to theaddress below using certified mail or UPS/Fed Ex so that the shipment can be tracked..;

Also we will need to figure out away to improve our stomwater sampling/shipping going forward. Our samplesjust
received at the lab are way beyond holding time. We asked the lab to run them anyway and include the holding time
flags. Once we get the results back I'd like to schedule a call with you and Alan to figure out how we can make this work
a bit more efficiently and better instructions on our end.
