Just to give you a heads up on this one, probably going to have Chad (DEQ) and Mickey or Brad with me also. All three of
these guys are pretty familiar with this site. I know it from the NCDENR (Erosion control side), but not from the wetlands
side.
Probably not going to get out there until early to mid- January 2019.

I hope you had a good Thanksgiving,
There's a lot of history on this site. It goes back to the mid 2000's.
Below are some of the items that need to be addressed:
1. The original JD expired on June 4, 2013, that and due to the history of this site, a site wetland verification and site visit
will be required to insure that the prior violations have been addressed. One of our regulations states that a Permit
cannot be issued until all prior enforcement actions have been resolved and closed out.
2. Based on the site plan that you provided it appears that impacts 2, 3, 4 & 5 can be avoided. They can be avoided by
relocating or reducing the size of the proposed roads and buildings.
3. A Mitigation Responsibility Transfer Form needs to be submitted showing that your client has contacted the Lower
Cape Fear Mitigation Bank and that the bank has those Riparian Wetlands available.
4. The mitigation for the Riparian (Bottomland Hardwood) Wetlands is going to be at a rate of 2:1.
The application is not complete until the above items are addressed. There may also be additional items that will need
to be addressed throughout the application process.

Pursuant to your recent credit request, the Lower Cape Fear Umbrella Mitigation Bank (LCFUMB) is providing
confirmation of acceptance to supply mitigation credits for proposed riparian wetland impacts associated
with the Leland Commercial — Carol Lynn Tract (Brunswick County, NC). This acceptance is conditional upon
receipt of payment as outlined below. Please refer to the table below depicting the type and quantity of
credits requested and reserved for your project.

beyond the 90 -day period.
Upon request for receipt of credit transfer, LCFUMB will issue an invoice in the amount of $36,112.47.
Upon receipt of payment, LCFUMB will provide an executed Transfer of Credit Certificate. Note that all
payments must be made with certified funds. It is the applicant's responsibility to ensure that the credit
types and amounts requested are consistent with the compensatory mitigation requirements of the permit(s)
issued. LCFUMB and/or its agents are not responsible for determining the applicant's mitigation
