Explain the purpose of the proposed project:* A new temporary overhead transmission circuit is required to be installed to provide uninterrupted electrical service to CHEC customers during construction of the new NCDOT Rodanthe Bridge. CHEC proposes to replace 10 existing poles while the temporary circuit is in use. The proposed work detailed below avoids environmental impact as much as is practical by replacing the poles in the same CHEC right-of-way. The temporary overhead transmission reroute to the east side of NC -12 is necessary for the construction of the new NCDOT Rodanthe bridge. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Proposed land disturbance will occur in the right-of-way of NC -12, in the existing CHEC easements, and in the areas that separate the two. Soil disturbing activities will include: installing erosion and sediment controls, obstruction hand clearing, pole installation, and any necessary seeding and stabilization. Timber matting and hand -clearing will be used to ensure wetland protection. Silt fencing and coir wattles will be used to prevent sediment from flowing to nearby drainage ditches, riparian buffers, wetlands, and waterways. The use of temporary timber matting will mitigate impacts to the land surrounding each project area. Ten to twelve foot wide temporary roads made of removable matting will be used as needed, depending on the distance of the poles from NC -12. The use of matting shall minimize the effects of land disturbance by allowing access for large utility vehicles and construction equipment. 4j. Transmission pole structures will be replaced in the same location to avoid new permanent impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Timber matting will be utilized for the movement of equipment within the transmission easement and construction entrances will be used at any point where the transmission easement will be accessed from NC -12. Wire -backed silt fence will be installed around the perimeter of the limit of disturbance. In wetland areas, the silt fence will be replaced with compost sock to minimize disturbance during installation. Any clearing within the wetlands will be done by hand. 2.
