The top of the weir will be at the elevation of the existing streambed — 778'. The existing stream banks,
streambed, and high ground adjacent to the stream will be excavated to create a "hole" for the pond. The pond
bottom elevation is 771' (excavated 6' below the existing stream bed). The top of dam elevation will be at 780'
which is 0.5' lower than the outlet of the proposed culvert. There is not really a "footprint" for the dam within
the stream. The 20' weir is the "dam". Upstream of the weir the streambed will be excavated for 100' to 771'
to create the pond (the 100' of excavation disturbance will be gradual). Once the 100' of stream is excavated it
will be flooded.
The good news is that we have the existing linear wetland that is flagged on site which is the upper limits of
disturbance for the pond. This will help the contractor during construction of the pond to know exactly where
his upstream limit of disturbance is located. I am sure that John Darden will communicate with the contractor
on exactly where our limits of disturbance need to be. We are also willing to flag in the field the exact
downstream limit of stream disturbance if necessary.

The site plan is not clear. (As you can tell by the several drawings trying to understand). There are numerous
question. It may be better to provide more clarity and information. Below are numerous questions that have come up
based on trying to understand the site plan.
At the site, it was stated that the dam would be about 3 ft above the top of bank. Which would make it approx. 9 ft
above the streambed. The weir is 2 ft below the top of dam. So the emergency outlet would be approximately 7 ft
above the streambed.
Hard impacts will be the dam/grading etc, excavation of the pond, and the wier. Based on the application that will be a
total impact of 120 ft. But the drawing below indicates possibly greater impact. See #1 and #3.
What is the footprint of the dam to the stream. The weir is 20 ft wide? Is the weir at streambed eleveation? But what
is the dam footprint?. Excavation is proposed to be 100 ft.
The wier is 20 ft. But what is the total impact of #1, that includes the wier? Impact #2 is the excavation. What is the
impact associated for #3?

The culvert upstream discharges at 780 elevation and the wier is at 778 elevation, which means it would actually be
constructed within the channel and not at the top of bank elevation. If so that should be clarified. In this
understanding, then the banks of the stream will be excavated back and technically a hole dug on each side of the
channel. I am concerned there was conflating the top of bank elevation with the streambed elevation. I had a couple of
people on my end look at the site plan (including an engineer) and we could grasp the detail. Conceptually we
understand, the the elevations don't seem to work.
