I see that these are apartments so I do not need an Operational Agreement for them independently, but need more info on the proposed commercial items. Are the commercial structures connecting to the private or the public line? If on the public line, then I will need to assign their flow on the public permit with the application and FTSE amended with one for each permit. If on the private line, then are they to be leased or sold? If sold, then I would need a Developers OA to cover them and maintenance down the road and they would need to file Covenants/Restrictions covering future O&M of all the private line among all potential owners prior.to certification. Sanitary Sewer System Narrative Kerr Station Lofts Wilmington, NC Site Location and Description The purpose of this project is to construct a new mixed -use development known as Kerr Station Lofts within the City of Wilmington, NC. This project involves constructing parking lots, underground infrastructure, stormwater control devices and a mass grading for 139 apartment units, 5,000 sf of commercial space and an 8,000 sf clubhouse. The project is located at 4599 Franklin Avenue, is 8.39 acres in area, and owned by CA Student Living Wilmington, LLC. Currently the site consists of a shopping mall and a few residential homes within woodlands. This project proposes 61,285 gpd of sewer flow. Land use in the vicinity includes commercial to north and west and residential to the south and east. This project proposes making 2 sewer connections via existing gravity sewer manholes, one along Franklin Avenue and one along Jacksonville Street that are both City of Wilmington Right of Ways. Gravity sewer is proposed within the development to tie to these 2 connection points. A short run of gravity sewer will be within the Right of Way with a manhole placed just outside the Right of Way that will be owned by the Cape Fear Public Utility Authority. (CFPUA). Once past this manhole, the gravity sewer system will continue internal of the site and will be privately owned and maintained by CA Student Living Wilmington, LLC. Sewer flow once offsite will drain to an existing pump station (Pump Station #10) owned by the Cape Fear Public Utility Authority (CFPUA) and ultimately ends at the James A. Loughlin (Northside) Wastewater Treatment Plant, also owned and operated by CFPUA. Sewer Design The proposed sewer system includes the design and construction of approximately 1,015 LF of 8- inch gravity sewer, nine manholes and nineteen service connections. The existing manhole that this project connects to is fairly shallow and therefore cover over the pipe is at a minimum. Where possible PVC piping is used but once under three feet of cover, DIP is used for the project. To our knowledge, this project complies with the 15A NCAC 02T rules. As mentioned, once the wastewater flow leaves the project via gravity flow, it will ultimately end up at the James A. Loughlin (Northside) Wastewater Treatment Plant.
