The letter noted that the daily maximum and monthly average concentrations for total suspended solids during the month of October exceed the concentrations allowed by the permit for the discharge from the Glenda Water Treatment Plant (WTP). Please be advised that the Town has recently added a tap to the nearby sanitary sewer so that the discharge can be redirected to the sewer and in turn, to the Town's wastewater treatment plant. This action was taken given our concerns about the effluent relative to the suspended solids limits. The Town now intends to place a service line between the plant and the new tap in the coming days. Once this work is complete and the discharge is redirected to the sanitary sewer system, Town staff will undertake an examination of treatment alternatives that have the potential to consistently lower the suspend solids concentrations to below that allowed by the permit. To that end, it is also our intent to continue gathering data concerning the discharge. This data along with prior discharge data will be used as part of the evaluation of alternatives. Please also be aware that the discharge will be redirected back to the receiving stream only if we can identify a cost effective treatment technology, obtain the necessary permit(s) for its implementation, and place it into service thereafter. While we realize that your letter noted that the Division intends to issue a civil penalty, we ask that the Division forego such penalty. We make this request given our planned actions to eliminate future violations. Your cooperation in this matter is greatly appreciated. As such, please do not hesitate to contact Mayor Everette S.
