Describe the existing conditions on the site and the generel land use in the vicinity of the project at the time of this application:* Milltail Road is currently an 18' wide, tv�,n-lane, gravel road. The road provides access for visitors and staff to the central portion of the Refuge. The U.S. Navy also uses the road to access the Dare County Bombing Range. A recreational boat launch provides access to Milltail Creek within the project area. The portion of Milltail road within the project area is flanked by wetlands on the west side and a man-made agricultural channel on the east side. The road is flood prone due to its lowelevation. 4b. Explain the purpose of the proposed project:* The objective of the project is to improve a 0.8-mile-long section of Milltail Road by raising the profile in flood prone areas. Bridge v"nrk includes repair of e�osed reinforcing steel, cleaning and resealing the expansion/relief joints, and filling areas that have subsided beneath the abutment footing. These improvements will enhance safe travel on Milltail Road and Milltail Bridge during and after storm events. Wetland impacts would be minimized by reducing the roadway width from 18' to 12' to the extent possible. Appropriate erosion and sediment conhol measures have been incorporated into the plans. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The profile raising and resurfacing will include grading, widening and elevating the existing road using riprap armoring and aggregate-topsoil/turf establishment on side slopes of the road embankment. Project work also includes improving the condition of Milltail Bridge by repairing e�osed reinforcing steel and resealing expansion/relief joints. All v�,nrk will be conducted from the existing roadbed. Raising the roadway elevation will require widening of the sub-base and embankments resulting in 0.82 acres of wetland fill.
