ADJACENT WATER BODY: AIWW Topsail Sound CLASSIFICATION: SA ORW STATUS: OPEN The project has been reviewed to determine impacts to water quality. The following comments have been provided. 1. The project will not require a 401 Water Quality Certification. 2. The proposed project should be done in such a way as to not cause the turbidity outside the immediate construction area to exceed 25 NTU. This office has no objection to the project as proposed. PROJECT DESCRIPTION The proposed project consists of an single family lot located within Deerfield Subdivision. There is an existing 80' pier which connects the lot to the landward edge of a small shallow channel which leads out to the AIWW. This channel is shown having depths ranging from 0.0' to 0.3' at mlw in the project area. There are two marsh fringes along the shoreline. The more landward one is approximately 40' wide. The other on the waterward side of the small channel is approximately 330' wide several species are found within the marsh. Spartina alterniflora is the predominant form. Water depths at the bend of the pier range from -1.6 to -2.0 mlw. The area is classified as SA open and is not a designated primary nursery area. The entire neighborhood requested several years ago to maintain the small channel and this request was denied. An alternative to dredging was the recommendation to build individual piers to the AIWW. The applicant is now proposing to construct such a pier. Approximately 420 additional feet of 6' wide pier is shown. Of this approximately 110' crosses water and 330' crosses marsh. A 25' long floating dock in shown at the waterward end of the structure. There will be a 10' wide span across the small channel with the bottom of the span shown at approximately 3' elevation above the mean high water (mhw) contour. 10. ANTICIPATED IMPACTS In order to ensure boat navigation for the average use the clearance above the small channel must be 6' at mhw. No other impacts are expected from the proposed project.
