SITE REPORT
The City of Elizabeth City owns 2.5 acres of land along the
confluence of Charles Creek and the Pasquotank River which serves
as a public park.
The project site (park) has a grass picnic area, sidewalks,
surfaced parking, a concrete "boardwalk", and two boat ramps. The
shoreline is bulkheaded with sheet piling capped with concrete.
The poor condition of the bulkhead has forced the City to obtain
a CAMA General Permit for its replacement.
Vegetation on the site consists of a mixture of turf grasses
and several trees: Chamaecyparis thyoides (White Cedar), and
Betula nigra (River Birch).
Across Charles Creek from the park are several commercial
marinas. Adjoining properties west and north of the park are
developed and utilized for commercial purposes.
The applicant proposes to construct a pier (48' x 81) with a
"T" platform (10' x 56') out of approved material. The pier
would be located approximately 160 ft. south of the May's
property (identified on the applicant's plat) and would run
perpendicular to the shoreline. Water depth along the bulkhead
is -10 ft.
The water depth 50 ft. waterward of the bulkhead is
approximately -17 ft. deep.
The proposed pier and platform are intended for public
benefit and will be financed jointly by the state (Estuarine
Beach Access Program) and the City.
ANTICIPATED IMPACTS
The proposed project will cover 944 sq. ft. of public
trust/estuarine waters. The pier/platform alignment may restrict
traditional boat movement from Charles Creek to the Pasquotank
River. During warm weather, this traffic can be heavy. the
public boat ramp at the park is quite popular with recreational
boaters. There are no wetlands or submerged aquatic vegetation
in the project area.

S ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to cant' out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the ad-
jacent waterfront (riparian) landowners. These in-
dividuals have 30 days in which to submit comments on
the proposed project to the Division of Coastal Manage-
ment and should be advised by the applicant of that op-
portunity.
