Dear Mr. Wooten:
The State of North Carolina has completed its review for consistency
with the North Carolina Coastal Management Program of the proposal by the
Tanugahi Chapter, Order of the Arrow, Boy Scouts of America to build an
amphitheater at Camp Brewster Scout Reservation on Camp Lejeune.
The North Carolina Division of Environmental Management has made the
following comments on the project.
(1) The project will not require a 401 Water Quality Certification.
(2) The project should be constructed in such a manner so as to not
cause turbidity in adjacent waters to exceed 25 NTU's outside of the
immediate area of construction.
(3) Catch basins should include a length of infiltration trench or
grassed swale prior to discharge.
Since there were no objections to the proposed project from any State
agency involved in the review, we agree with your determination that the
proposed project is consistent with the North Carolina Coastal Management
Program provided that the above water quality considerations are adhered
to.

PROJECT DESCRIPTION: The Boy Scouts of America has planned to
construct an amphitheater at the Camp Brewster Scout Reservation
at Camp Lejeune.

CLASSIFICATION: SC
STATUS: Closed
The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
1. The project will not require a 401 Water Quality
Certification.
2. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction area
to exceed 25 NTU.
3. It is recommended that the catch basins include a length of
infiltration trench or grassed swale prior to discharge.
This office has no objection to the project as proposed.

The Tanugahi Chapter, Order of the Arrow, Boy Scouts of America
has planned an amphitheater for Camp Brewster Scout Reservation
at Marine Corps Base, Camp Lejeune. The proposed project is to
be built over a one to two year period with donated materials by
Tanugahi Chapter members. The enclosed scope, schedule, and plan
have been prepared by Eagle Scouts.
Marine Corps Base, Camp Lejeune desires to allow the Scout
Amphitheater Project to proceed. Please provide us certification
the planned project is consistent with State management
practices.

Subject: Construction of the Brewster Scout Reservation Amphitheater
In an attempt to create Interest In Scouting and the outdoors,
Tanugahi Chapter, Order of the Arrow, Boy Scouts of America, has been
planning the construction of an amphitheater for Camp Brewster Scout
Reservation over that past year. The amphitheater will seat over 300
people, and It will also have a stage of approximately 35' x 701. It is
the desire of the chapter that everyone Involved In Scouting, Boy Scouts
ana Girl Scouts alike, will be able to use this amphitheater at any
Scouting function that occurs at Camp Brewster. The chapter hopes that
this project will inspire younger Scouts to become more involved with
Scouting projects.
This project will be very involved and will require many man hours
by the chapter members. It is expected that the project will take fru,?.
one to two years to complete. Once completed, it will be a very
attractive area to hold campfires, group meetings, and other Scouting,
events.
The project has been planned by a project committee which was
composed mostly of-Eagle Scouts who have planned and worked on proicA s
very similar to the project being described. The committee has mapped
the campfire area and studied the current erosion problems. Plans have
been drawn by a chapter member, who has an Associate Degree in
Architectural Drafting Technology. Conservation, erosion, and the
effects that the project will have on the environment were studied by a
chapter member who is a graduate of the BSA National Canping School in
the field or Ecology/Consecvatiov.

Tne chapter needs the Marine Corps to assist in supplying the
following:
1. t;everal truckloads of fill dirt In order to rals_? the elevation
of the amphitheater and to control erosion
2. Cement blocks, mortar and approximately one hundred feet of
fifteen Inch tile. These will be used to construct catch-
basins that will control runoff
3. Approximately seven hundred feet of 5/8" threaded rod with 1000
nuts and washers to secure the telephone poles and railroad
ties together
4. The use of a gas powered generator, a heavy-duty drill, and, if
possible, an auger
5. Grass seed to cover the stage area and gravel (medium fine) to
cover foot areas, which will prevent erosion
Upon approval of the project, construction will begin September 1989,
and it is expected to be completed August 1991.
Estimated Construction Schedule
The follouQ ng is a tentative schedule for the completlon of the
amphitheater. The protect may take longer or could be completed sooner.
Several factors will come Into play: weather, attendance, unforeseen
problems, or work being completed earlier than expected.
