TOPO 'JACKSONVILLE' 1978 r . FIELD INVESTIGATION REPORT - ONSLOW INN MOTEL/CARLOW DEVELOPMENT CO., INC., E. REID FLINCHUM PAGE #2 9. NARRATIVE DESCRIPTION: Mr. E. Reid Flinchum is the General Manager of the Onslow Inn Motel, located at 201 Marine Boulevard in Jacksonville, NC. Mr. Flinchum has submitted a CAMA application on behalf of the Inn and the property owners, Carlow Development Co., Inc. The project site is situated in Jacksonville, on Chaney Creek, a small tributary of the New River, about 1000' above the Highway 17 Bridge, in Onslow County. The 'Jacksonville North' topographic quadrangle can help orient the 5 acre project site with its 2300 ln. ft. of privately owned shoreline. A border of wooded swamp wetlands measuring 200' wide characterizes the project shoreline between Chaney Creek and the true highground property. The applicant proposes to construct an extension to the existing recreational pier. The extension will measure 64' long x 6' wide with a T-head platform 38' x 61. The water depth at the offshore end of the new pier approximates -1.8' on NWL. The proposes structure will extend an additional 70' into Chaney Creek for a total projection over the surface waters of 801. The extension will generate a footprint value of 612 sq. ft. As the workplat drawing shows, construction of the extension will begin at the waterward end of the existing pier and T-head platform. The existing T-head platform will remain in place at the end of the 150' pier. The purpose of the proposed pier will be to provide and improve water access for the visiting guests of the motel. Activities on the new pier will include fishing, crabbing, and occasionally small boat dockage. It is noted from the workplat drawings that Chaney Creek is approximately 320' wide and the water depth ranges from -1.8' near the pier to -2.3' in the center of the channel. All water depths shown are relative to the NWL. An onsite inspection revealed that no other private or commercial piers exist within Chaney Creek. The proposed project involves no excavation or filling. There are no plans to provide individual boat slips or mooring piles. The 'SC' surface waters of the New River and Chaney Creek are closed to the harvesting of shellfish. The waters of Chaney Creek are classified as inland waters of the State where a fresh water fishing licenses is required. ANTICIPATED IMPACTS: The pier extension will create a footprint impact of 612 sq. ft. on the Public Trust Surface Waters of Chaney Creek. The overall length of the new structure is less than one-third the width of Chaney Creek and will not obstruct the traditional channel near the middle of the creek.
