9. NARRATIVE DESCRIPTION: Mr. Paul Stevens, President of
Landmark Builders of Winston-Salem, NC, has submitted a CAMA
application on behalf of Hydra-Sports, a Division of
Outboard Marine Corporation (OMC), as signed by Mr. Henry H.
Hegel, Vice-President. Basically, the application proposal
seeks authorization to expand the existing fabrication plant
at the site formerly owned by Chris-Craft Yachts, Inc. OMC
recently purchased the 63 acre site which is located near
the community of Bear Creek, at the end of SR 1507, just off
the AIWW, on Goose Creek, in Onslow County, NC. The
referenced 1989 aerial photography clearly shows the project
vicinity and can easily orient the reader to the existing
conditions and workplat drawings.
The existing facility has been used over the past several
years by manufacturers of fiberglass boats. The Uniflight
Corporation originally developed the property several years
ago. Although the project vicinity is rather rural in
nature, the Onslow County Land Use Plan classifies this
un-zoned section of the County as 'High Density Transition'.
A CAMA only permit is required because the applicant
proposes construction of an access road, parking lot and
office building within the Estuarine Shoreline Area of
Environmental Concern (AEC) as defined by the 575'
Outstanding Resource Waters (ORW) designation of Bear
Island. The workplat drawing demonstrates the ORW striking
the northeast mouth of Goose Creek at the AIWW. The
highground permit jurisdiction radiates north as the
designated boundary proceeds east along the mainland towards
Queens Creek. The combined land-disturbing activities
within the AEC are greater than 1 acre which necessitates
the major (rather than the minor) CAMA review process. In
addition to the proposed development within the AEC,
Hydra-Sports plans to expand the main fabrication building
located outside of the CAMA permit boundary.
On a closer inspection, the applicant's development plans
outside of the AEC include the following items:
1. A new addition to the fabrication building will be
constructed measuring approximately 220' wide x 240'
long. The associated land disturbing activities will
increase the footprint to 75,000 sq. ft., or 250' x
3001. The new building will be attached to the north
end of the existing main building;
2. A new storage area for chemicals will be located on the
west side of the new addition. This area will measure
about 50' wide x 150' long and will occupy a part of

the dirt driveway around this side of the building.
The sedimentation plan calls for the deployment of a
silt fence around the outer boundary of the
construction site in this northwest quadrant. It is
noted that the upper reaches of Goose Creek come to
within 100' of the proposed construction;
3. Hydra-Sports must redesign and remodel the interior of
the main building. All renovation in the main
fabrication area will take place under enclosed
conditions; and,
4. On the south end of the main building, the applicant
proposes to construct a series of boat storage racks on
either side of the asphalt runway. The boat racks will
act as storage shelves for the new fiberglass boats.
The combined footprint value of the storage racks is
32,575 sq. ft. The designated storage area will be
surfaced with gravel.
Inside the AEC, the proposed construction and land
disturbing activities on the highground property will occupy
approximately 59,000 sq. ft. of property. The applicant
proposes no development within Coastal Wetlands or the
Estuarine Surface Waters. The various elements of
construction within the AEC are as follows:
1. The storage yard on the south end of the fabrication
building will be enlarged. The workplat drawing shows
an existing chain link fence relocated some 180' south.
A 20,000 sq. ft. section of the existing storage yard
will not be utilized and the area will be restored
vegetation.
2. A new gravel driveway connecting the storage yard with
the plant access road will generate 5,625 sq. ft. of
impervious surfaces. Only half of the proposed
driveway falls within the CAMA 575' AEC.
3. In order to gain access to the nearby office building,
the applicant proposes construction of a road 650' long
x 40' wide. The paved surface of the new road will be
limited to 25' wide. Approximately half of the
proposed road falls within the CAMA AEC.
4. The paved access road will terminate in a new parking
lot measuring 140' long x 90' wide. The parking lot
will provide 26 spaces which will be available for
management employees and visitors.

5. The proposed 2-story office building is the focal point
of construction scheduled within the AEC. The new
building with its associated land clearing will measure
approximately 120' x 1201. The building will be
located 120-140' from the bulkheaded boat basin in
Goose Creek and some 450' from the MHW level of the ORW
bordering the AIWW. The sedimentation plan shows the
deployment of a silt fence around the office building
construction site.
10. ANTICIPATED IMPACTS: The applicant has calculated the total
amount of impervious surfaces to be approximately 21.370 of
the total 63 acre site. In order to meet production needs,
the applicant plans to initiate immediately construction of
those items outside of the CAMA permit jurisdiction. The
project plans express the applicant's concern to control
sedimentation and runoff.
Construction activities within the AEC appear consistent
with the CAMA Use Standards for Development within the
extended Estuarine Shoreline AEC. Of importance is the
1001+ buffer zone that will be maintained between the
surface waters of Goose Creek and the new development.
Although the topography within the project site is
relatively flat and the soils permeable, the 59,000 sq. ft.
of land-disturbing activities can be accomplished with
assurance that sediment runoff will not be a significant
factor.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
