On July 19, 1990, Patti Fowler with the Shellfish Sanitation Office, and Bob Stroud, CAMA Office, met at the project site at Sneads Ferry. A new count of existing slips or docking spaces was made and they found approximately 56 slips or docking spaces. This does not include the 11 slips requested by Mr. Camp. Next week we will recommend the proper closure and after this is done, the Camp project wil, not require an automatic closure. Our revised comments should be "No Comment." Camp Project # 9003-I APB '-? r. 1c); Proposed Commercial Marina -< Old Ferry Marina, New River, Sneads Ferr , Onslow County The applicant proposes to construct a commercial marina by constructing a wooden walk along an existing bulkhead, and install mooring pilings to provide 15 new wet slips to accomodate vessels ranging between 20 feet to 45 feet in length, within the existing "closed" type marina basin. The marina is located adjacent to New River, classified SA waters, and currently open to shellfish harvesting. The marina basin itself and channel are closed to shellfishing. The closure area extends 200 feet into New River beyond the channel entrance at the present time. According to the LAMA permit application, up to 20 slips will be available at the proposed marina expansion. Existing wet slips within the basin total 12. After completion, the project as proposed would result in as many as 32 boats inside the basin. According to the Shellfish Sanitation Branch and the marina policy, the shellfish closure would be extended from 200 feet to 275 feet outside the basin if the project is permitted as proposed. Both Shellfish Sanitation and the Division of Marine Fisheries has indicated that the immediate area has shellfish leases and other shellfish harvesting in the immediate area. Additional closures of shellfish areas due to the project activity will constitute a violation of Title 15A NCAC 02B .0201 (Antidegradation Policy), by removing an existing use of those waters. It is recommended that the project as proposed be denied based on the extended closures of shellfish areas. If you have any questions concerning this matter, please advise. Project Summary The applicant proposes to construct a walk along his existing bulkhead, a boat ramp and place 15 mooring pilings to accommodate app roximately 15 boats ranqjM from 20' to 451. Mr. Elix P. Camp Page 2 9. PROJECT DESCRIPTION The project site can be reached by going north on SR 172 pass 4 Corner (Intersection of SR 172 and 210) turn right on SR 1558 and left on SR 1650. It is located on the south side of Old Ferry Marina, along the New River, Sneads Ferry, North Carolina. The site is approximately half acre in size. The shoreline is bulkheaded and forms the south side of the basin of old Ferry Marina (see attached field photo). The water in the project area are classified as SA and are closed to the taking of shellfish. At present there are docking facility for 4 boats. The applicant proposes to construct a board walk measuring approximately 6 wide x 312 1/2' long. This walk will be positioned approximately 18" lower than the crest of the bulkhead and will follow the entire length of the bulkhead. Also proposed are 15 mooring pilings which will accommodate approximately 15 boats ranging from 20' to 45' maximum. (This represents an increase of 10 boat slips). A boat ramp measuring approximately 12' wide and extending 20' below the MHW is also proposed. 10. ANTICIPATED IMPACTS If the entire basin area was a single entity this proposal will represent less than 20% increase within the basin or marina area.
