Re: Bethel Branch BPDP Approval
Dear Mr. Wilkerson,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) for the Bethel Branch Mitigation Site (Site) in 2018, for review and approval under the
terms and conditions of the Cane Creek Nutrient Offset and Buffer Umbrella Mitigation Banking
Instrument for Riparian Buffer Mitigation and Nutrient Offsets (UMBI). The UMBI was made and
entered into by Wildlands IV, LLC (WIV) acting as the Bank Sponsor, and the DWR. Katie Merritt,
with DWR, reviewed the BPDP document and provided comments and recommendations. DWR
received a revised BPDP that addressed all comments and recommendations provided by Ms.
Merritt. The table below summarizes the timeline of the BPDP:

The closing date for the public notice was December 21, 2018. DWR received no comments
regarding the subject BPDP document. This document is approved. A hard copy of the BPDP
placed on public notice is required for our files as soon as possible.
According to the credit release schedule outlined in your UMBI, the following items are
required prior to receiving your first credit release of twenty percent (20%):
• Recorded Conservation Easement approved by DWR
• Financial Assurance documents if applicable
