A short section of the creek is currently degraded and the western stream bank has become severely unstable. Erosion has extended toward two existing residences. The western bank has undercut several feet of landscaped yard and, if left to continue, may compromise the structural integrity of the residences. Approximately 115 linear feet of the stream has been designated for bank stabilization. The proposed project will result in approximately 86 linear feet of permanent stream impacts (194 linear feet of total stream impacts) and 1,416 square feet of permanent buffer impacts (4,079 square feet of total buffer impacts). A majority of the impacts are temporary. After construction, the site will be returned to pre -construction conditions and will be replanted with appropriate vegetation. The residential structures do not encroach upon the limits of flood prone soils, as identified by Wake County Waps®. Figure 1: 2000 & 2001 Petworth Court Site Map (Wake County iMaps°) The relevant properties are bordered by a variable (>30 ft) sanitary sewer easement to the rear, are divided by a 30 ft drainage and sanitary sewer easement, and contain a 10 ft drainage easement adjacent to the stream. PETWORTH COURT STREAM BANK STABILIZATION NNSI) PCN SUPPLEMENTAL ATTACHMENT 12/06/2018 The contributing drainage area to the relevant stream section covers 0.4 square miles and is almost completely developed. The online USGS StreamStats application reports 96% developed urban land, of which, 18% is impervious. The developed urban land is almost entirely residential, with minimal contributions from commercial/industrial use. Mine Creek is classified by NCDEQ as a class C, nutrient sensitive stream within the Neuse river basin. As such, Mine Creek and its jurisdictional tributaries, are subject to the Neuse River Buffer Rules. The degrading stream banks which require stabilization are located adjacent to the rear landscaping, and are threatening the integrity of the resident's yards, decks, and home foundation. The banks have approached to within 15 feet of the residential structures and display evidence of active and rapid erosion. Between degraded stream bank segments, red maple, loblolly pine, and yellow poplar trees provide some level of stability. However, continued erosion and undercutting could result in the death of large trees, which would coincide with significant/rapid erosion. The opposite (eastern) stream bank has an overstory comprised of yellow poplar, and loblolly pine, among other species. Beneath the mature canopy, Japanese stiltgrass is abundant. A wetland delineation performed by WSP on August 30th, 2018, identified only one small wetland area. The delineated wetland is linear, and corresponds with a small, depressed channel. The wetland is displayed on the survey map in Appendix B (WF WA -1 to WA -15). Photos of the existing site conditions are included within Appendix C. B, 3D) PROJECT PURPOSE The proposed project will be focused on two eroded segments along the western bank. One segment of the opposite, eastern bank will be regraded at a lower elevation and flatter slope to provide flood relief and minimize shear stress within the defined channel. The stream bed will be modified only as needed for construction access, and to provide a foundation for and stable transition to the proposed bank modifications. Without incorporation of the proposed improvements described herein, continued erosion would pose a safety risk to the residents. The tops of actively eroding banks are visibly unstable and could fail if a live load is applied. The banks are steep and tall enough that falling into the channel could cause severe injury. The improvements will be designed to reduce shear stress along the stream banks and provide a stable channel section. As a secondary goal, the methods used for bank stabilization would provide improvements to habitat, water quality, and vegetative health and diversity. B, 3E) PROJECT AND EQUIPMENT The design involves re -grading the channel banks, in conjunction with the installation of imbricated rock bank protection, toe protection, and soil lifts. Stabilization with rock will be confined to two separate sections of the stream. The total length of impacts (temporary and permanent) will cover 194 LF. The channel bed will be impacted to the minimum extent practicable, and restored to the pre - construction conditions where possible. An existing pedestrian bridge, and other landscaping items, will need to be removed from their current location. These items will be set aside for the homeowners to reset or dispose of as they see fit. Temporary stream flow impacts will be unavoidable, as a pump -around system will need to be installed so that construction activity can occur in dry conditions. Construction access will Page 2 of 4 PETWORTH COURT STREAM BANK STABILIZATION PCN SUPPLEMENTAL ATTACHMENT 12/06/2018 occur primarily along one residential driveway and an existing drainage and sanitary sewer easement. Access will require the removal of several trees. Once access to the stream bed is no longer required, disturbed areas will be replanted with appropriate, native vegetation. Due to the pattern of the existing stream alignment, and the height of the existing bank, imbricated rock walls will be utilized along the banks ranging from 2-2.5 feet in height. The rock is required based on the vertical and horizontal constraints of the existing site. There is not sufficient room to construct a stable slope of natural soil. Even soil lifts placed at a slope of 1.5:1 would result in additional loss of yard/landscaping and would move the top of bank closer to the existing residential structures. Toe protection and soil lifts will be used in conjunction with the walls to minimize the amount of rock required and provide stable bank geometry. All rock will be designed and installed to withstand the shear stress within the channel, and to minimize the potential for unintended erosion. Total fill placement has been estimate at approximately 45 CY, spread across >100 LF of bank stabilized. Fill material will be utilized behind rock walls and above rock toe. Fill placed in the active stream bed, will primarily be limited to temporary stone/sandbags required for the pump -around. Minor modifications may be required to the toe of the bank slopes, as the banks are rebuilt. The channel centerline and thalweg locations will not be significantly modified, except as influenced by the installation of the imbricated rock wall. The most significant impacts to the stream will be tree removal and bank grading/stabilization. Permanent jurisdictional impacts will be limited to 86 LF. Temporary impacts to the stream bed (108 LF) and stream flow will be only as needed for construction, and minimized where feasible. Temporary stream buffer impacts will also be unavoidable, but will be minimized, and restored to a vegetated state as soon as possible after completion of construction.
