This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0038687. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to assess whether the facility is being operated and maintained in compliance with NPDES Permit No. NC0039697. Dale Wikes, ORC Environmental Inc., was present and assisted in the inspection. Facility appears to be in-compliance with NPDES Permit No. NC0038687. Singing Waters campground has been shut down since 2006 and recently reopened in May of 2018. At the time of the inspection, the facility was receiving very little flow. Only two RVs were still onsite. The campground will soon be closing for the season. Mr. Owens mentioned pursuing a subsurface system for the RV Park. If this option is pursued and approved, please contact our office to discuss steps that need to be taken in regards to the NPDES Permit. NC0038687 17 (Cont.) The Facility receives minimal flow and is reseeded at the beginning of the season. Comment: Permit Yes No NA NE (If the present permit expires in 6 months or less). Is access to the plant site restricted to the general public? Is the inspector granted access to all areas for inspection? Permit was issued April 2018. The cover letter currently issued with the permit lists this facility as Class I. This should be updated by Raleigh to reflect the appropriate facility class. The ORC reports there is no major issue with debris at the facility. The campground currently experiences minor flow and only operates seasonally. Facility has not exceeded permit limits since resuming monitoring in May of 2018. No foam present. Very little solids accumulation. Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) Water in the secondary clarifier was clear. ORC reports the effluent pipe from the facility discharges into a black corrugated pipe which discharges into Trout Creek.
