HomeMy WebLinkAbout20181723 Ver 1_Cultural Resources Screening_20181219ALECOM Wilders Grove Stream Restoration Cultural Resources Screening AECOM archaeologist Peter Sittig consulted maps and files maintained by the North Carolina Office of State Archaeology (OSA) on November 29, 2018 and data maintained by the North Carolina State Historic Preservation Office (SHPO) on November 27, 2018. These tasks were performed to gain information about previously recorded archaeological sites (OSA) and historic resources (SHPO) in or near the Wilders Grove stream restoration project in central Wake County. No archaeological sites are recorded within the project area. Ten sites are recorded within a one -mile buffer of the project area. Two of these sites (Crabtree Creek site [31 WA13591, Pool Farm site [31 WA1360]) were identified as part of archaeological studies for the Eastern Wake Expressway (US 64) Bypass project. These sites were recommended as eligible for the National Register of Historic Places (NRNP), so were subjected to data recovery excavations to mitigate the adverse effects of the project on those resources (Abbott and Sanborn 1997, Jorgenson et. al. 2003, Tippett et. al. 2006). Four additional sites (31 WA1371, 31 WA1372, 31 WA1374, and 31 WA1375), all prehistoric in nature, were recorded as part of the Bypass project, but were recommended as not eligible for the NRHP (Abbott et. al. 1997). The remaining four sites have not been assessed for NRHP eligibility. Of these, two are historic cemeteries: the Hussey Cemetery (31 WA1590) and the Munns-Snipe Cemetery (31 WA1591). One of these four sites is described as "Nutt's Fish Weir/ Traps." That resource was not assigned a state archaeological site number, but is likely associated with the Crabtree Creek Site (31 WA1359). Finally, Site 31 WA9, a prehistoric site recorded in October 1963 with minimal information, has not been assessed for NRHP status. Archaeological sensitivity for the project site is considered low. The presence of ten recorded archaeological sites within one mile of the project suggests a moderate to high potential for unrecorded archaeological sites within the immediate region. However, soils data indicates the project area is situated On Chewacla and Wehadkee (ChA) soils, which are frequently flooded. Such soils are not conducive to significant human habitation. Further, the area immediately surrounding the project area has been significantly disturbed due to the presence of an urban landfill. The soils in the project area coupled with the surrounding landfill disturbances warrants the low archaeological sensitivity assessment for the project area. No historic resources are located within the project area. A total of seven historic resources are recorded within one mile of the project. Four of these are no longer extant. The three remaining resources consist of the Wilder Cemetery (WA1706), the Wakefield Apartments Clubhouse (WA8096), and a blockface of buildings labeled only as 'Houses' (WA1678) in the SHPO database. All seven of these resources have only been recorded with the state; their NRHP eligibilities have not been assessed. Overall, the Wilders Grove stream restoration project has low potential for adverse effects to significant historic resources. The potential for effects on historic properties is low given the light density and low number of structures, coupled with the urban landfill development immediately surrounding the project area. Given the proposed project will take place within the larger modern urban landfill parcel, no impacts to viewshed are anticipated.
