The project is included in the approved 2018-2027 NCDOT STIP with right-of-way in fiscal year (FY) 2023 and construction in FY 2025. We would appreciate any information or comments you have that would be helpful in evaluating potential environmental impacts of the proj ect. If applicable, please identify any permits or approvals that might be required by your agency. Your comments will be used in the preparation of a State Minimum Criteria Checklist, which will be prepared in accordance with the North Carolina State Environmental Policy Act (SEPA). It is desirable that your agency respond by January 31, 2019, so that your comments can be used in the preparation of this document. Under construction. • Railroad Involvement None rev. 9/24/12 Long Range Plan History The 2016 Pender County Comprehensive Transportation Plan (CTP) identifies NC 53 between the US 117 Bypass and SR 1509 (Stag Park Rd) as a major thoroughfare in need of improvements. Recommended improvements include widening to a four-lane divided facility with 12-ft lanes and a sidewalk on one side of the facility. The CTP also recommends a public transportation bus route and establishment of a multiuse path for bicycle and pedestrian accommodation along NC 53 between US 117 and Stag Park Rd. Other Plans The 2006 NC 53 Corridor Study recommends circulation improvements through the NC 53 commercial area just northeast of US 117. The improvements include "driveway consolidation and/or backdoor access between complementary land uses." The 2015 Town of Burgaw Bicycle and Pedestrian Plan recognizes that this section of NC 53 "has been a focal point for new development" and has high traffic volumes, which has resulted in reduced safety for road crossings and bicycle and pedestrian travel. The plan recommends widening NC 53 between US 117 and Stag Park Rd, including a wide paved shoulder to accommodate additional vehicular traffic and bicyclists. Sidewalks are also recommended as the corridor is developed. The 2030 Town of Burgaw Comprehensive Land Use Plan (2013) recommends prioritizing "NC 53 safety improvements along the current corridor and advocate for their immediate implementation on the local and state levels." The plan also supports the implementation of NC 53 Corridor Study recommendations related to access management. Future land use along NC 53 in the project area is expected to be mostly commercial, with a small section of "rural transition" in the northeastern portion of the study area. There are numerous driveways, particularly through the commercially-developed area. Traffic is heaviest between US 117 Bypass and the Bojangles entrance, with volumes ranging from 12,300 vehicles per day (vpd) to 14,000 vpd. Conflicting traffic movements are experienced at the Food Lion entrance on the north side of NC 53 and the McDonald's entrance on the south side of NC 53, with more than 2,000 vehicles entering and exiting these driveways daily. The overall crash rates along this section of NC 53 are higher than the statewide average for the same type of facility. Table 1.
