Muddy Creek WWTP
Dear Mr. Willis:
The Division received two permit applications for the Muddy Creek WWTP. The first application
dated April 26, 2018 was for a renewal of the existing 0.15 and 0.3 MGD Permit. The second
application dated May 10, 2018 was a request for the expansion of the facility to 1.0 MGD. Upon
your request dated September 6,2018 to handle each application separately,the division approved
your renewal application and issued the final renewal permit on December 6, 2018.
In conjunction with the second application, the Permittee submitted the required Engineering
Alternative Analysis (EAA) for 1.0'MGD expansion. On July 16, 2018, the Permittee replied to
the Division's request regarding the flow projections be supported using the methodology outlined
in the Division's EAA Guidance document with a flow justification of 0.53 MGD. Therefore,only
the flow justification of 0.53 MGD was evaluated.The Division reviewed and concurred with your
flow justification of 0.53 MGD, as well as the EAA conclusion that the direct discharge to surface •
water alternative is the most environmentally sound alternative selected from all reasonably cost-
effective options (per 15A NCAC 2H.0105(c)(2)). If you wish to proceed with the expansion
request,The Division can go ahead and issue a permit modification for 0.53 MGD unless you wish
to submit more information to justify the requested 1.0 MGD expansion.
If no response is received by February 20, 2019 [per 15A NCAC 2H.0107(b)], the Division will
proceed with the 0.53 MGD permit modification. If you have any questions,please contact me at
