The Division has reviewed your application,received on February 20, 2018, for renewal of NPDES
permit NC0021369. To enable us to complete our review in accordance with N.C.G.S. 143-215.1
and 15A NCAC 02H .0105, we need additional or revised information regarding your discharge:
1. Please provide lab data sheets and revised DMRs for the following months:
a. June 2014
b. September 2014
c. December 2014
d. March 2015
e. June 2015
f. September 2015

In reviewing the DMR data for the Town of Columbus WWTP, we have noticed some potential
errors and inconsistencies with some of the data. We are requesting the lab sheets for the above
months for further review. The values reported for Cadmium, Cyanide, and Lead are reported in the
units of µg/1,however we believe this data was submitted in incorrect units. The values reported for
Silver, Zinc, and Copper are reported as both µg/1 and mg/1. For example, DMR data for Copper in
June 2014 reports data in the units of mg/1,however September 2014 to March 2016 reports data in
µg/1 and June 2016 and onward reports data in mg/1. Similarly, the data for Zinc and Silver from
June 2014 to March 2016 were reported in µg/1,however June 2016 and onwards have been
reported in mg/1. If these values have been reported in error,please submit revised DMRs to the
Division.
The NC 2007-2014 Water Quality Standard (WQS)Triennial Review was approved by the NC
Environmental Management Committee(EMC) on November 13, 2014. The US EPA subsequently
approved the WQS revisions on April 6, 2016 with some exceptions. The NC Division of Water
Resources NPDES Permitting Unit is required to implement the new dissolved metal standards in
all permits public noticed after April 6,2016. The metals of concern for the Town of Columbus
WWTP are Total Copper, Total Silver, Total Zinc, Total Cadmium,Total Cyanide, Total Lead, and
Total Mercury.
This information is required in order to continue reviewing the permit renewal request. Please
provide the requested information with 45 calendar days [per 15A NCAC 2H.0107(b)]. If you have
