PROJECT SU14MARY: The applicant proposes to construct a new 137' long x 5' wide pier, 7 finger piers, 10 tie-off pilings for 15 boats, and also add a 20' long x 5' wide pier with 2 finger piers and 2 tie-off pilings for 4 boats. NARRATIVE DESCRIPTION: Hall Haven boat basin is located in the Town of Pine Knoll Shores, off Beachwood Drive and Hwy. 58, off a man-made canal which enters Bogue Sound, in Carteret County. Presently, there are 24 wet slips available in Hall Haven boat basin. These slips serve boats averaging approximately 22-25' in length. The applicant proposes to add an additional 19 boat slips to accommodate the same size of boats. The applicant proposes to construct a pier approximately 140' long x 5' wide with 7 finger piers 22' long x 2' wide, plus 8 tie-off pilings, which would allow 14 boats to tie up along the west side of the pier. Two (2) tie-off pilings will be placed on the east side of the pier to allow 1 boat slip. A 20' long x 5' wide pier, 2 finger piers 22' long x 2' wide, and 2 tie-off pilings will be added to the existing pier. This would allow for 4 more boats to be able to tie up. Total addition to the facility would be 19 new boats in addition to the 24 existing, which would allow a total of 43 boats to tie up. No dredging is proposed in this application, however, if dredging is required in the future, Permit #64-84, issued to Pine Knoll Association, Inc., does allow maintenance dredging up to -4' MLW in the basin. Waters in the basin are classified as 'SA' by the Division of Environmental Management and are closed to shellfishing by the Division of Marine Fisheries. 10. ANTICIPATED IMPACTS: Minor bottom disturbance can be expected from the placement of pilings during the construction of the pier additions. This project would allow for 19 additional boats (a total of 43 boats) in Hall Haven boat basin. Boats would be of the 22-25' length, open-type boats, typically not equipped with toilets. Y An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site.
