PROJECT SUMMARY: The applicant proposes to install 6 pilings along an existing boat slip, plus 2 cluster dolphins with 6 pilings in each dolphin, construct ticket booth and office on highground to dock a 95' long headboat, the 'Carolina Princess'. FIELD INVESTIGATION REPORT - CAROLINA HEADBOATS, INC., CARTERET CO. PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is located in "Downtown Morehead City" at 712 Evans Street, on Harbor Channel, off Bogue Sound, in Carteret County. The entire waterfront in this area is characterized mainly by fishing, charter and pleasure boats, with restaurants and shops catering mainly to the tourist industry. Carolina Headboats, Inc. owns the 'Carolina Princess', a 95' long headboat which is used to carry people fishing offshore and for moonlight cruises. The Carolina Princess is licensed to carry 125+ people. The applicant has entered into a Lease Agreement with the owner of the property to tie up the headboat at his property. There is an existing dock 51' long x 20' wide with an 'L' 35' long x 15' wide presently on the property. The applicant proposes to replace any pilings that have deteriorated due to the elements and add 6 new pilings along the boat slip. Two (2) cluster dolphins with 6 pilings in each cluster held together by cable will be placed at the entrance of the slip to aid the boat during docking and departure from the slip. The applicant is also proposing to construct a ticket booth/office on the adjacent highground property of this lot. This area presently consists of a grassed lawn area vegetated with lawn grasses. The available ground area for building is only approximately 18' wide x 40' long and the applicant is proposing to construct a one-story building approximately 14' wide x 25' long at this site. A 25' long x 14' wide ticket booth/office combination is proposed on highground. Waters at the project site are classified as 'SC' by the Division of Environmental Management and are closed to shellfishing. The Carolina Princess presently is docked approximately 100' to the west of the proposed new docking facility. Parking would be provided along the street and in designated lots which is being done at the present and is approved by the Town of Morehead City. 10. ANTICIPATED IMPACTS: Minor bottom disturbance can be expected from the installation of 18 pilings to dock a 95' long headboat, the 'Carolina Princess'. The proposed pilings and dolphins on the eastern property line would actually extend over the property line. However, the lessor owns the property immediately to the east of this and the dolphins would be well within the 15' setback on the second property. Dredging is not proposed at the project site. A 25' long x 14' wide ticket booth and office combination is proposed on highground measuring 40' long x 18' wide. This exceeds the 30% impervious surface requirement as outlined in NCAC 7H.0209(e)(2). This small parcel of land 40' long x 18' wide is practically the only undeveloped piece of land which is not covered in asphalt, concrete or buildings along the entire Morehead City waterfront. --------------- PREPARED BY: CHARLES O.
