PROJECT SUMMARY: The proposed project is maintenance dredging of a 600' channel on the west side of the high-rise bridge in Atlantic Beach, Carteret County. FIELD INVESTIGATION REPORT - TOWN OF ATLANTIC BEACH, CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: This application is for a proposed modification to CAMA Major Permit #142-89 which was issued to the Town of Atlantic Beach, on July 7, 1989. Permit #142-89 was issued for the maintenance dredging of three (3) existing man-made channels in Bogue Sound. This new permit application is for the dredging of a 600' x 50' x -7.5 MSL channel. This channel is located just west of the Atlantic Beach-Morehead City high-rise bridge on the Atlantic Beach side. The natural channel is currently marked with PVC markers. The channel is an access channel to a man-made canal which runs parallel to the Atlantic Beach causeway. The Town of Atlantic Beach has a public boat launching ramp on the upper end of the man-made canal. The natural channel has recently silted in partially from bridge construction and also natural sand migration. Existing water depths in the channel are -2' to -3' MLW. The Town of Atlantic Beach recently began the maintenance dredging of the previously permitted project,and they desire to maintain this channel while the dredge is in the vicinity. By utilizing the hydraulic dredge currently onsite, the Town will save substantial amounts of money. The proposed spoil area for the project is the State Port/USACOE spoil site at Brandt Island. 10. ANTICIPATED IMPACTS: The proposed project is the excavation of a 600' x 50' x -7.5' MSL channel in Bogue Sound. The project will disturb approximately 30,000 sq. ft. of shallow estuarine bottom, and approximately 5,000-cu. yds. of sand material will be pumped to a highground spoil disposal area. The waters of Bogue Sound are open to shellfishing by the Division of Health Services and the Division of Marine Fisheries, and classified as 'SA' by the Division of Environmental Management. Due to the sandy bottom, constant sand migration and high volume of boat traffic, it appears that there is little or no shellfish resource and no submerged grass beds in the project area. This is the day of , 19 Lan owner or Authori ed agent N O T E S 1. Project consists of maintenance dredging of an existing manmade channel in Bogue Sound, Atlantic Beach, North Carolina. The channel is located on the west side of the Atlantic Beach- Morehead City Bridge and is designated as Channel B-1 on this drawing. The portion of the channel (B--1) proposed to be dredged is approximately 600' x 50, and serves the public boat landing and canal located behind Gull Isle Realty. Channels "A" and "B" are scheduled for dredging in February March, 1990 and were approved under Permit Number 142-89. 2. Survey data indicated is from Collier survey company dated 12-1-1988. The actual quantity of dredged material will be determined by additional field surveys immediately prior to and following dredging. An allowance is provided in the Bid Schedule for the field surveys. 3. All dredged materials will be pumped to Brandt Island for disposal. Brandt Island is an existing diked spoil disposal area which serves the N. C. State Ports Authority. The use of Brandt Island shall be coordinated with Mr. Barry W. Holliday, U. S. Army Corps of Engineers, P. O. Box 1890, Wilmington, NC 28402-1890, Telephone (919) 251-4823. The project contractor must coyly with all Corps requirements relating to use of Brandt Island including final spoil grading. 4. Excavation shall not exceed -7.5 feet MSL. 5. No vegetated wetlands will be excavated or filled. 6. The temporary placement or double-handling of excavated or fill materials within waters or vegetated wetlands shall not be allowed. 7. B I rl _ n T1 C r ?, J6 NOTICE OF FILING OF o APPLICATION FOR CAMA MAJOR DEVELOPMENT PERMIT AND WATER QUALITY CERTIFICATION The Department of Environment, Health and Natural Res a? s" hereby gives public notice as required by NCGS 113A-119(b) and 143-215 3(a)(1)(c) that the Town of Atlantic Beach of Carteret County, filed an application on February 14, 1990, for a permit from the Division of Coastal Management to develop in an Area of Environmental Concern and for certification from the Division of Environmental Management that a discharge of fill material in project wetlands will not violate applicable water quality standards. According to said application, the applicant is proposing to perform maintenance dredging of a 600' channel on the west side of the high-rise bridge in Atlantic Beach, Carteret County. A copy of the entire application and additional information may be examined (or copies furnished upon request and payment of reproduction costs) during normal business hours at the office of David Noble, Division of Coastal Management, located in the Division of Marine Fisheries Building, Morehead City, N.C., 919/726-7021, and/or the office of Preston Howard, Division of Environmental Management, DEHNR Regional Field Office, Wilmington, N.C., 919/256-4161. The Division of Environmental Management proposes to take final action on this water quality certification on or before April 5, 1990. The issuance of the CAMA Major Development permit and the Section 401 Certification may deviate from this projected date depending upon the nature of the comments submitted and subsequent hearings that may result. All persons desiring to make comments should do so in writing to Dr. George Everett, Director, Division of Coastal Management, P.O. Box 27687, Raleigh, N.C., 27611, prior to March 31, 1990 for consideration in the CAMA permit decision, and to Mr. Bill Mills, Division of Environmental Management, P.O. Box 27687, Raleigh, N.C., 27611, prior to March 26, 1990 for consideration in the water quality certification decision. Later comments on the CAMA application will be accepted and considered up to the time of permit decision. Project modifications may occur based on review and comment by the public and state and federal agencies. Notice of the permit decision in this matter will be provided upon request.
