PROJECT DESCRIPTION The project site is located on the south side of the Waccamaw River where Hwy 130 crosses the river approximately 12 miles northwest of Shallotte in Brunswick County. The site is accessed from Hwy 130 by an existing dirt road which parallels the river bank. The road terminates at an existing primitive landing below the project site. The old landing is a low cypress swamp slough that is dry at low water during summer months. Conversely, the proposed new boat landing site is a high ground, vertical riverbank area approximately 8 to 10 feet above normal water level (NWL). The elevation continues to increase away from the river for approximately 80 - 90 feet where it peaks in an open pasture. The Waccamaw River is approximately 100 feet wide in the project area, and is classified as C-SW by the NC Division of Environmental Management. The applicant proposes to construct a new boat ramp, 40 feet long and 15 feet wide. Excavation for the ramp would be accomplished 20 feet into the high ground and the ramp would extend a maximum of 20 feet into the river. The ramp would be constructed of six-inch thick, reinforced concrete, and it would be installed on a 4:1 slope. The applicant proposes to build a rip rap retaining wall (54 l.f.) across the existing road on the lower side of the project, such that a level turn-a-round area will be created for boat launching. He also proposes to stabilize the shoreline embankment, as well as, the boat ramp return walls with rip rap (approximately 210 l.f.). A road, 20 feet wide, will exit the ramp area and route vehicles and trailers to a 153' x 128' gravel parking area to be located in the existing pasture. 10. ANTICIPATED IMPACTS The construction of a new boat ramp from the high bank shoreline is less impacting on the environment than would be the excavation of wetlands to improve the existing primitive landing site. Boating access to the Waccamaw River will be enhanced, as there are only four public boat landings between Lake Waccamaw and the South Carolina State line. Average distance waterward of mean high water or normal water level 8 ADDITIONAL INFORMATION In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stornnvater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. There is already a boat landing at this location. What we propose to do is place a concrete ramp 20 feet long by 14 feet wide so that trailers will not bog down in the river bed. There are no aquatic plants or fish beds that will be disturbed by this work. There is no other plan that would work and still allow boats access to the water. B. There will be no wetland losses or any adverse.impacts from this boat landing or from construction. . C. There will be no loss of waters or wetlands.
