Environmental settin The applicant owns a ten acre tract of land adjacent to a manmade canal, and adjacent to the Pungo River at Woodstock in Beaufort County. The canal is con- nected to the Pungo River. The tract of land is located at a registered archaeological site. Located on the property is a single family dwelling, several sheds, boathouses and piers. It appears that historically much of the tract was a wetland system adjacent to a natural creek. When the creek was channelized, giving it the appearance of a canal, the fill material was placed on the applicant's property on the north side of the canal. Much of -Erie land on the south side of the canal is still marsh. Mien the fill was placed on the north side elevations were achieved to induce upland vegetation over the majority of the property. In the area where the dwelling, sheds and barn are located upland vegetation is predom- inant. (See plat) Within the eastern most fill area (See plat) spoils were placed, however, the elevation was not changed significantly to avoid wetland vegetation from reoccurring. Growing within this area is a mixture of upland grasses, Distichlis spicata, Scir,Dus spp., and Juncus roemerianus. Also a portion of the Soil Road (+ 160' x 14') which is shown on the plat is vegetated by Distichlis spicata even thou-_ the area has been previously ffilled. This portion is located from the :•:estern end of the small ditch east to concrete culvert (See plat). The majority of the entire area on the north side of the Soil Road is an undisturbed ma=sh. tit this time the canal varies in depth frc-: -3.5' at NWL at the western end to -1.3' at NZ at the mouth near the Pungo River. It is very evident that sicNifi- cant amounts of sand have built up near the mouth making navigation nearly impossible. Also it is evident that erosion is occurring at the mouth of t.e canal near the location labeled Sparrows Point (See plat). It appears this area was a point vegetated with marsh. At this time the area has a marsh area 40' x + 12' in size, vegetated with S ap rtina alterniflora and Juncus roemerianus. The marsh is separated from highground by an area of open water + 40' x + 12' in size. On 20 June 1988 the Division of Coastal Management issued a permit to Mr. SoarraxT for the following activities at the project site. (1) To maintain by excavation the existing canal. The excavation was approved for a length of + 700', a width of + 35' and to a depth of -4' at NWL. Also ap- proved was the excavation of a small lateral ditch to its existing length, width and to a depth of -4' at NWL. Spoils placement was approved for highground, on marsh areas where spoils have been previously placed landward of a proposed bulkhead and within the canal in the area of a caved in boathouse (+ 12' x. - 25'). (2) The construction of a 12' x 18' concrete boat ramp within the canal. (3) The placement of a bulkhead within the canal which will average + 2' beyond the NWL. Proposed at the time when the original application was received but was deleted from the permit was the following: (1) A proposed bulkhead with landward fill along the shoreline of the Pungo River, adjacent to Sparrows Point. This section of bulkhead encompassed an area of marsh (+ 480 sq.ft.) and extended into the Pungo River to form a groin. Page Two Project proposal At this time the applicant is proposing the following: (1) To convert the previously proposed :•:ooden groin to a riprap groin. The c=oin will be 120' in length and will have a bottom width of 16'. The groin till w? moved to the south of the previous location to avoid the marsh. (2) To construct 45' of wooden bulkhead ?a ich will average 2' beyond the NWL. The bulkhead will connect to the northern side of the proposed groin at its landward end and will extend north to the applicant's property line. Environmental impact If the project is conducted as proposed the following environmental impacts •:-ll occur: (1) + 90 sq.ft. of open water area will ? filled landward of the proposed bulkhead. (2) + 1920 sq.ft. of open water area be filled by the placement of the riprap. The marsh that was previously proposed to be filled will be avoided. David L.
