PROJECT SUMMARY: Applicant proposes to construct a maintenance facility, primarily involved in the repair and maintenance of boat diesel engines. The operation will necessitate a docking facility. A FIELD INVESTIGATION REPORT: Gregory Poole Power Systems, Inc. Page 02 9. NARRATIVE DESCRIPTION: The project site consists of a 3.83 acre site adjacent to Core Creek and bordering the boat basin of the Jarrett Bay Boatworks facility, lying on the southwest side of the Jarrett Bay property. The property is Lot 11A of the Jarrett Bay Industrial Park, and is still under the ownership of Jarrett Bay through the White Water Development Group, LLC. The applicant has authorization to apply for this permit, and has an offer to purchase contingent upon the issuance of this permit. The site lies at the end of the Sensation Weigh cul-de-sac, on the south side of State Road 1162 (Steel Tank Road), off of Highway 101. This is approximately 6.5 miles north of Beaufort, South of the Core Creek Bridge. The property averages +6' to +7' above mean high water in elevation and is primarily cleared, with typical high ground vegetation consisting of oaks, wax myrtle, catbriar, and sweet gum. There is an internal pocket saturated to the surface, vegetated with Ty_pha latifolia and Juncus effusus that does not appear as wetlands on the Section 404 Wetland delineation for this tract. This delineation (on file) has been approved by the US Army Corps of Engineers. Towards the shoreline, there is a transitional area vegetated with Ilex V., Baccharis halimifolia, and Iva frutescens, converting to Spartina patens and Juncus roemerianus, and finally S artina alterniflora. The waters of Core Creek are classified SA by the Division of Water Quality; the area is not designated as Primary Nursery by the Division of Marine Fisheries; the waters are conditionally open to the taking of shellfish for consumption. The Carteret County Land Use Plan classifies this area as Limited Transition, with all CAMA Areas of Environmental Concern classified as Conservation. A Sedimentation/Erosion Control Plan was approved for this site on May 09, 2000. A Stormwater Plan was submitted to DWQ on March 15, 2000. The applicant, Gregory Poole Power Systems, Inc., proposes to construct a one story, 18,000 square foot commercial building, serviced with municipal water and sewer, with a 42 space parking lot. To accomplish this, approximately 1.65 acres of high ground will be graded. The building will be constructed on slab with a first floor elevation of 8.5', and will be 13.5' in height. The parking lot will be finished with asphalt, creating an overall impervious surface for the building and associated parking of 1.27 acres. None of this will be within the 75' Estuarine Shoreline AEC. Municipal services will be extended from the end of the cul-de-sac to the east end of the building. A docking facility is needed for the mooring of vessels undergoing engine repairs. This structure will begin as a catwalk extending from the parking lot on its west side, into Core Creek and the AIWW. The 6' wide wooden walkway will cross high ground for ±85', Section 404 Wetlands and coastal marsh for ±70', and then extend another ±45' into open water. The pier terminates in a 199' x 6' wide dock, with mooring pilings to accommodate 9 boats. The dock extends the width of the property, and waivers are on file for the 15' riparian corridor setback. There will be 20 pilings installed 50' from the dock, terminating 80' from the AIWW in -7' to -9' of water. These pilings define the 9 slips. The overall distance of the docking facility from the normal high water contour is 130' to 180'. Gregory Poole Power Systems, Inc. Page 03 10. ANTICIPATED IMPACTS: As proposed, this project will cause to be disturbed approximately 1.65 acres of high ground, for a finished impervious area of 1.27 acres. There will be a shading effect from the catwalk of 510 square feet over high ground and 420 square feet of wetlands. The shading and drip effect will occur for another 1464 square feet over open water. Another 9950 square feet of public trust waters will be incorporated for the mooring pilings. The facility will be an addition to the "marine industrial park" that has been the goal of Jarrett Bay Boatworks since purchasing the tract along Core Creek. The nine slips are in addition to the nine in place for Jarrett Bay. If any engine work is to be accomplished over water, it can be anticipated that there will be some spoiling impacts associated with this. June 26, 2000 T. NARRATIVE DESCRIPTION: The project site consists of a 3.83 acre site adjacent to Core Creek and bordering the boat basin ol the Jarrett Bay Boatworks facility, lying on the southwest side of the Jarrett Bay property. The property is Lot 11A of the Jarrett Bay Industrial Park, and is still under the ownership of Jarrett Bay through the White Water Development Group, LLC. The applicant has authorization to appl) for this permit, and has an offer to purchase contingent upon the issuance of this permit. The site lies at the end of the Sensation Weigh cul-de-sac, on the south side of State Road 1162 (Steel Tank Road), off of Highway 101. This is approximately 6.5 miles north of Beaufort, South of the Core Creek Bridge. The property averages +6' to +7' above mean high water in elevation and is primarily cleared, with typical high ground vegetation consisting of oaks, wax myrtle, catbriar, and sweet gum, There is an internal pocket saturated to the surface, vegetated with Typha latifolia and Juncus effusus that does not appear as wetlands on the Section 404 Wetland delineation for this tract, This delineation (on file) has been approved by the US Army Corps of Engineers. Towards the shoreline, there is a transitional area vegetated with Ilex sp., Baccharis halimifolia, and No frutescens, converting to S artina patens and Juncus roemerianus, and finally Spartina alterniflora. The waters of Core Creek are classified SA by the Division of Water Quality; the area is not designated as Primary Nursery by the Division of Marine Fisheries; the waters are conditionally open to the taking of shellfish for consumption. The Carteret County Land Use Plan classifies this area as Limited Transition, with all CAMA Areas of Environmental Concern classified as Conservation. A Sedimentation/Erosion Control Plan was approved for this site on May 09, 2000. A Stormwater Plan was submitted to DWQ on March 15, 2000. The applicant, Gregory Poole Power Systems, Inc., proposes to construct a one story, 18,000 square foot commercial building, serviced with municipal water and sewer, with a 42 space parking lot. To accomplish this, approximately 1.65 acres of high ground will be graded. The building will be constructed on slab with a first floor elevation of 8.5', and will be 13.5' it height. The parking lot will be finished with asphalt, creating an overall impervious surface for the building and associated parking of 1.27 acres. None of this will be within the 75' Estuarine Shoreline AEC. Municipal services will be extended from the end of the cul-de-sac to the ease end of the building. A docking facility is needed for the mooring of vessels undergoing engine repairs. This structure will begin as a catwalk extending from the parking lot on its west side, into Core Creek and the AIWW. The 6' wide wooden walkway will cross high ground for ±85', Section 404 Wetlands and coastal marsh for ±70', and then extend another ±45' into open water. The pier terminates in a 199' x 6' wide dock, with mooring pilings to accommodate 9 boats. The dock extends the width of the property, and waivers are on file for the 15' riparian corridor setback. There will be 2C pilings installed 50' from the dock, terminating 80' from the AIWW in -7' to -9' of water. These pilings define the 9 slips. The overall distance of the docking facility from the normal high water contour is 130' to 180'. Gregory Poole Power Systems, Inc. Page 03 10. ANTICIPATED IMPACTS: As proposed, this project will cause to be disturbed approximately 1.65 acres of high ground, for a finished impervious area of 1.27 acres. There will be a shading effect from the catwalk of 510 square feet over high ground and 420 square feet of wetlands. The shading and drip effect will occur for another 1464 square feet over open water. Another 9950 square feet of public trust waters will be incorporated for the mooring pilings. The facility will be an addition to the "marine industrial park" that has been the goal of Jarrett Bay Boatworks since purchasing the tract along Core Creek. The nine slips are in addition to the nine in place for Jarrett Bay. After reviewing your application, we have determined that this work is covered by General Water Quality Certification Number 3274. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. NARRATIVE DESCRIPTION: The project site consists of a 3.83 acre site adjacent to Core Creek and bordering the boat basin of the Jarrett Bay Boatworks facility, lying on the southwest side of the Jarrett Bay property. The property is Lot 11A of the Jarrett Bay Industrial Park, and is still under the ownership of Jarrett Bay through the White Water Development Group, LLC. The applicant has authorization to apply for this permit, and has an offer to purchase contingent upon the issuance of this permit. The site lies at the end of the Sensation Weigh cul-de-sac, on the south side of State Road 1162 (Steel Tank Road), off of Highway 101. This is approximately 6.5 miles north of Beaufort, South of the Core Creek Bridge. The property averages +6' to +7' above mean high water in elevation and is primarily cleared, with typical high ground vegetation consisting of oaks, wax myrtle, catbriar, and sweet gum. There is an internal pocket saturated to the surface, vegetated with Typha latifolia and Juncus effusus that does not appear as wetlands on the Section 404 Wetland delineation for this tract. This delineation (on file) has been approved by the US Army Corps of Engineers. Towards the shoreline, there is a transitional area vegetated with Ilex V., Baccharis halimifolia, and Iva frutescens, converting to S artina patens and Juncus roemerianus, and finally SSpartina alterniflora. The waters of Core Creek are classified SA by the Division of Water Quality; the area is not designated as Primary Nursery by the Division of Marine Fisheries; the waters are conditionally open to the taking of shellfish for consumption. The Carteret County Land Use Plan classifies this area as Limited Transition, with all CAMA Areas of Environmental Concern classified as Conservation. A Sedimentation/Erosion Control Plan was approved for this site on May 09, 2000. A Stormwater Plan was submitted to DWQ on March 15, 2000. The applicant, Gregory Poole Power Systems, Inc., proposes to construct a one story, 18,000 square foot commercial building, serviced with municipal water and sewer, with a 42 space parking lot. To accomplish this, approximately 1.65 acres of high ground will be graded. The building will be constructed on slab with a first floor elevation of 8.5', and will be 13.5' in height. The parking lot will be finished with asphalt, creating an overall impervious surface for the building and associated parking of 1.27 acres. None of this will be within the 75' Estuarine Shoreline AEC. Municipal services will be extended from the end of the cul-de-sac to the east end of the building. A docking facility is needed for the mooring of vessels undergoing engine repairs. This structure will begin as a catwalk extending from the parking lot on its west side, into Core Creek and the AIWW. The 6' wide wooden walkway will cross high ground for ±85', Section 404 Wetlands and coastal marsh for ±70', and then extend another ±45' into open water. The pier terminates in a 199' x 6' wide dock, with mooring pilings to accommodate 9 boats. The dock extends the width of the property, and waivers are on file for the 15' riparian corridor setback. There will be 20 pilings installed 50' from the dock, terminating 80' from the AIWW in -7' to -9' of water. These pilings define the 9 slips. The overall distance of the docking facility from the normal high water contour is 130' to 180'. Gregory Poole Power Systems, Inc. Page 03 10. ANTICIPATED IMPACTS: As proposed, this project will cause to be disturbed approximately 1.65 acres of high ground, for a finished impervious area of 1.27 acres. There will be a shading effect from the catwalk of 510 square feet over high ground and 420 square feet of wetlands. The shading and drip effect will occur for another 1464 square feet over open water. Another 9950 square feet of public trust waters will be incorporated for the mooring pilings. The facility will be an addition to the "marine industrial park" that has been the goal of Jarrett Bay Boatworks since purchasing the tract along Core Creek. The nine slips are in addition to the nine in place for Jarrett Bay.
