This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0013116. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. However, based on the EPA guidance document Environmental Regulations and Technology, Control of Pathogens and Vector Attraction in Sewage Sludge, it is recommended that you collect seven bacteria samples over a two-week period per sampling event. The purpose for collecting multiple samples is to better represent the performance of the treatment process. Recipient names, volumes and intended use was provided. Distribution volume was within the permit limit. The facility is permitted to distribute 1065 dry tons/year. Residuals/metals analyses were conducted quarterly during 2017. Heavy metals were within the ceiling concentration limits. TCLP results appeared to be within the regulatory limits. Pathogen & Vector Attraction Reduction (VAR): Pathogen reduction is accomplished using fecal coliform density and a Process to Further Reduce Pathogens (PFRP) – Pasteurization. Fecal coliform samples were analyzed quarterly as required based on the number of dry tons distributed. Each of the four samples were below the regulatory limit of 1000 MPN/g of total solids. The EPA guidance document, Environmental Regulations and Technology, Control of Pathogens and Vector attraction in Sewage Sludge recommends seven samples be collected for each monitoring event. The number of bacteria samples collected for each sampling event should be increased. The pasteurization vessel temperature logs indicate residuals were maintained at 70 deg C (158 deg F). The pasteurization vessel logs should be amended to show the length of time that residuals remain at the required temperature. VAR was accomplished using Option 6 – Alkaline Stabilization. Based on the data submitted, the pH and time requirements were met.
