PROJECT SUMMARY: The applicant proposes to construct a 35-lot residential subdivision including roads, utilities and stormwater swales. Blair, Pointe, LLC Page Two 9. PROJECT DESCRIPTION Stroud Engineering, P.A., representing Blair Pointe, LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located along Blair Farm Parkway, adjacent to Crab Point Bay and Dills Creek, in Morehead City, Carteret County. To find the property, take Highway 70 east from Kinston to the Town of Morehead City. Turn left onto N. 206' Street and travel approximately 3.0 to 4 miles. Turn right onto Blau Farm Parkway, travel approximately 0.5 miles, and the property will be located on the left hand side of the road, adjacent to Dills Creek and Crab Point Bay. The subject property is bordered by residential properties to the north and south. The subject property is approximately 19.79 acres with roughly 3,000 linear feet of shoreline along Dills Creek (the southern property line) and Crab Point Bay (to the north). The site is currently undeveloped. Elevations at the site range from 3' to 6' above Mean High Water (MHW). High-ground vegetation on the tract consists primarily of Long Leaf Pines, Live Oaks, Sweet Gums, Cedars and Red Maples. Most of the under story vegetation has been cleared, however there is a small strand of vegetation along the waters edge that consists of Wax Myrtle, Yaupon, and Red Bay. Transitional species, including: Sea Oxeye (Borrichia frutescens), Common Reed (Fragmites australis) and Grounsel-bush (Baccharus halimi olia) are located along the upper edge of the coastal wetlands. High coastal marsh vegetation, including, Black Needle Rush (Iuncus roemarianus), Spike Grass (Distichlis spicata), and Salt Meadow Grass (S Parting patens) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina alterniflora) is the predominant species. The marsh area adjacent to the site ranges in width from approximately 75 to 500 feet. The waters of Dills Creek and Crab Point Bay, adjacent to the project site, are classified as SA by the North Carolina Division of Water Quality. The area is designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. According to the Division of Environmental Health, Shellfish Sanitation Section, the waters of Dills Creek and most of Crab Point Bay are CLOSED to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to construct a 35-lot residential subdivision including roads, utilities and stormwater swales. Starting from Blair Farm Parkway and working south towards Crab Point Bay, the applicant proposes to construct an entrance/exit drive, as well as several other drives, which would provide access to the interior portion ofthe subdivision (please refer to the attached workplan drawings for a detailed description of the road infrastructure). The proposed asphalt roads would be located within a 50-foot right-of-way and would consist of 27-foot wide paved asphalt travel lanes with 2-foot borders on each side of the road. The applicant is also proposing to grade several areas within the property boundaries to create six (6) swales, with sediment traps and check dams, for the collection and diversion of stormwater run-off. The associated grading and construction oftwo of the swales, which are located within the 75 foot Area of Environmental Concern (AEC), in additional to the requirements for obtaining State Stormwater and Sedimentation and Erosion Control approval, requires this project to be reviewed under the CAMA Major development process. Outside of the proposed swales, temporary sediment traps and check-dams, no other structures would be located within the 75 foot AEC. According to the application, no structures are proposed within the 30' coastal shoreline buffer. The applicant also proposes to install two reinforced concrete culverts on the property. Both culverts (12 inches in diameter) would be located in Section "404 type" wetlands. One of the culverts (approximately 20 feet in length) would be installed on Lot 27, within a Section "404 type" wetland finger (labeled as "Wetland Crossing #5"). The culvert would be utilized for the purpose of driveway construction. A 15 feet x 20 feet area would be excavated within the wetlands to a depths of approximately 2 feet (below Mean Sea Level), for culvert installation. Approximately 23 cubic yards of material would be excavated from the area and spread on-site for road preparation. The area would be backfilled and a concrete driveway would be installed for access to Lot 27. The fill area would be stabilized by the installation of two sections of bulkhead. The bulkheads would be located in the "404 type" wetlands and would run perpendicular to the culvert. Blair Pointe, LLC Page Three The second culvert (approximately 32 feet in length) would be installed in a separate "404 type" wetlands finger (labeled as "Wetland Crossing #6") located between Lots 21 and 22. The culvert would also be utilized for the purpose of driveway construction. A 28 feet x 60 feet area would be excavated to a depth of approximately 2 feet (below MSL) for culvert installation. Material removed from the area would also be used for road preparation. The area would also be backfilled and a concrete driveway would be installed for access to Lots 21 and 22. The fill area would also be stabilized by the installation of two sections of retaining walls. The retaining walls would be located in the "404 type" wetlands and would run perpendicular to the culvert. The applicant has proposed to fill four (4) additional areas of Section "404 type" wetlands for road construction. Please refer the Nationwide Permit No. 12 and 14 (Action ID#200500897); issued by the U.S. Army Corp of Engineers on 11/28/05, for a detailed description of the proposed fill areas. As previously indicated, the proposed wetland fill areas are located outside of the 75 feet Estuarine Shoreline AEC. The applicant has indicated that water and sewer would be provided by on-site systems. The applicant submitted an Express Low-Density Stormwater Permit application to the North Carolina Division of Water Quality. The Express Stormwater permit was issued on 1/26/06, under project number SW8051231. The applicant has also submitted, and obtained approval of a Sedimentation and Erosion Control Plan (SECP) from the Division of Land Quality. The plan was approved on 12/28/05, and was issued under Carte-2006-188. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 524,700 sq. ft. (12.1 acres) of high ground. The proposed culvert and driveway construction would result in the filling of approximately 1,980 sq. ft. of Section "404 type" wetlands. The construction of the road infrastructure would result in the creation of approximately 67,972 sq. ft. of impervious coverage. No impacts are proposed within the 30' coastal shoreline buffer, coastal wetlands or surface waters.
