Dear Mr. Lester:
Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to a tributary
of South Buffalo Creek, we have determined that the proposed fill
can be covered by General Water Quality Certification No. 2176
issued November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

On August 1, 1989, I was granted Nationwide Permit No. 26, by the U.S. Army
Corps of Engineers, Wilmington District. This permit grants permission to
fill within wetlands contained within our proposed development. The amount
of wetlands to be filled is one-tenth (0.10) of an acre.
The proposed development is located in Greensboro, N.C., approximately four
miles north of West Wendover Avenue on Brandy Road. During the construction
of townhomes on the site, fill material will be discharged into wetlands that
are located above the headwaters of an unnamed tributary to South Buffalo
Creek.
I am requesting that this fill be covered under the General Water Quality
Certification for fill and headwater areas. I have enclosed a location map
for your reference. Fill areas within the wetlands have been highlighted.
Your timely response regarding this matter will be appreciated.
