SUBJECT: Water Quality Certification
Proposed Water Line stream crossings
Forsyth County, N. C.
Dear Mr. Mills:
Horizons Residential Care Center, Incorporated (Horizons) proposes
to install an eight (8) inch water line. This water line will
replace Horizons' existing, substandard well system. Approximately
6,800 feet of new water line will be installed along Secondary Road
No. (SR) 1920, requiring two creek crossings. It is our
understanding that a "water quality general certification" is
needed for the project.
As indicated on the enclosed Location Map, the proposed water line
will begin at the intersection of N. C. Highway No. 8 and SR 1920.
A connection will be made at that location to an existing water
system owned by the City/County Utilities Commission. Proceeding
eastward, the water line will be installed along the south side of
SR 1920 and will traverse two creeks, Trick Um Creek and Buffalo
Creek. After burial of pipe beneath each creek bottom, the channel
bottoms and banks of both creeks will be stabilized with riprap.
Construction is not expected to take longer than one (1) day at
each creek. Construction details for both creek crossings have
been enclosed.
This proposed construction activity is regulated by the Clean Water
Act, Section 404, as administered by the U. S. Army Corps of
Engineers. Section 404, "General Permit", provisions also require
a water quality certification pursuant to Section 401 of the Clean
Water ACt. We are, therefore, requesting that you review the
enclosed project information and that a "water quality general
certification" be issued for this proposed water line project.
You are also requested to forward a copy of the "water quality
general certification" to the Army Corps of Engineers, Mr. David
M. Lekson. Mr. Lekson's address is:
