Upon review of your request for Water Quality
Certification to place fill material in a wetland area
adjacent to Northeast Creek, we have determined that the
proposed fill can be covered by General Water Quality
Certification No. 2176 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

activities in the controlled access area of the NCDOT
right-of-way for NC 55 near the I-40 interchange in Durham
County be covered by your General Water Quality Certificate for
head water areas. We are enclosing a site plan showing the
extent of the fill activities and a site location map.
