Durham County
Upon review of your request for Water Quality Certification
to place fill material in wetlands adjacent to a tributary of
Third Fork Creek, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

Thank you for meeting us at the Hope Valley Farms mitigation
site last Wednesday. We appreciate your comments in helping us
put together the mitigation plan for the Third Fork Creek road
crossings. As we told you, our strategy is to develop a plan
which will function with the natural hydroperiod of Third Fork
Creek plus receive water input from the surrounding uplands.
We are well along in the design of the project and we expect
to be contacting you and the other representatives from the
regulatory agencies in the near future to comment on the first
draft.

Ile are in the preliminary stages of preparing a request for
a Nationwide 26 permit for a site east of Hope Valley Road
on a tributary to Third Fork Creek. There will be approximately
0.2 acres in the wetland disturbed to allow a driveway to
access some upland area. Ile have enclosed a copy of the
quad sheet showing the area along the unnamed tributary.
Please review the area to determine if you can issue a General
Water Quality Certification.
Should you have any questions, please let us know.
