Use) 12-08-0031 NO SURVEY REQUIRED FORM PROJECT INFORMATION Project No: Bridge 175 County: Haywood WBSNo: 14SP.20441.1 Document: Minimum Criteria Sheet F.A. No: n/a Funding: State ❑ Federal Federal (IISACE) Permit Required? Yes ❑ No Permit Type: NWP 14 & TVA Project Description: Rep[ace Bridge #175 over Big Creek on SR1332 (Waterville Rd) in Haywood County, Nort1: Carolina. The existing structure wil! be replaced with a 2 span cored slab bridge on existing location. It is anlicipated that the prvposed construction efjort will utilize an off-site detour during construction activities thereby minimizing the effects to !he surrounding tand surfaces. The construction footprint is unlikely to extend beyond the existing ditch-lines. The archaeological Area of Potentiat Effects (APE) for the project measures 400 f in length (200fG from each bridge end-point) by IOOfG in width (SOf laterally fro►r each side of the SR1332 center-line). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search conducted at the Office of State Archaeology on Tuesday, August 7, 2012 determined that the entire project study area and APE had been previously surveyed and evaluated for architectural, engineering, and archaeological resources as part of the cultural resources management plan developed for the Walters Hydroelectric Projec Brockington and Associates (1995) recorded an insignificant archaeological component (31HW420**) at the Waterville Village. Consolidated to an area immediately proximal to and perhaps slightly extending into the southern APE project boundaries, the site consisted of a small quantity of early to middle twentieth century artifacts recovered from surface and shallow subsurface contexts. Only four of thirty-five shovel test pits returned material, primarily molded ironstone, white and brown glazed stoneware, clear bottle glass, and roofing nails. Associated with a circa 1929 occupation by employees of Carolina Power & Light Company, subsurface examination suggested high degrees of site disturbance and low artifact frequencies. No further work was recommended for 31HW420**. The engineering and architectural components of the complex retained integrity and were recommended eligible for the National Register of Historic Places as a multiple resource district, under Criteria A and Criteria C. Examinarion of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website illustrated that the current bridge replacement locale is situated within the NRHP eligible district boundaty, but the property and district have not yet been accepted or listed on the Register. In general, above- ground, twentieth century architectural building locations and elements are the purview of architectural historians, and as such, all matters related to the NRHP eligible Waterville Historic District are deferred to the NCDOT AH Section. As currently proposed, no NRHP eligible archaeological resources are positioned within the APE. Topographic, historic, and USDA soil survey maps (DeA), aerial and project photographs, and historical/archaeological reference materials were inspected to appraise environmental, cultural, and other criteria that may have led to or resulted in past occupation within the project limits. This work also assisted in determining the level of modern, agricultural, hydrological, and other erosive-type disturbances which may have previously destroyed or dismanded unknown archaeological deposits or features in APE. "No Survey Required"form jor Minor Transpormion Projecs as Oualified in Ihe 1007 P•ogrommalic Agreemen. NCDOT Archaeology & Nisroric Archirecrare Groups Brief Explanation ojwhy the avcrilable information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The Bridge No. 175 project location has been previously surveyed and evaluated for archaeological resources (Brockington 1995). One insignificant surface/subsurface twentieth century artifact scatter (31HW420**) was documented adjacent to the southern APE limits along SR1332. No additional archaeological investigation of this resource is recommended for the current replacement project. The Google Street View map application demonstrated that the ground surfaces within and surrounding the APE are highly modified or characterized by extreme slope. Intact and meaningful, undocumented cultural deposits eligible for listing on the NRHP are highly unlikely to be affected by the construction effort. No further work is recommended for this rural, state-funded bridge replacement as proposed.
