Subject: Proposed Fill in Headwaters or Isolated Wetlands
Road Adjacent to McCotter Canal

Upon review of your request for Water Quality Certification
to place fill material in wetlands adjacent to McCotter Canal and
Hancock Creek, we have determined that the proposed fill can be
covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

The City of Havelock is in need of a pre-discharge notification
permit; nationwide permit number 26. We also need a 401 water quality
certification in reguards to water impaction on 2.7 acres of pocosion
head-waters of Hancock creek.
Please find enclosed map showing McCotter Canal and Havelock
easement from U.S. Forestry Service.
As you can see, the canal is 2.5 miles long. The area the City
of Havelock needs to maintain a rock road on is approximately 2.7
acres within the easement. The reason for the road is to maintain and
keep McCotter Canal flowing. The canal drains the entire eastern half
of Havelock which contains both residential and business districts.
