Dear Mr. Harrell:
Upon review of your request for Water Quality Certification
to place fill material in an isolated wetland area off of N.C.
Hwy. 32, we have determined that the proposed fill can be covered
by General Water Quality Certification No. 2176 issued November
4, 1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

Subject: John G. Wood, Jr. proposed impoundment (earthen dam)
with structure for water control located just east of
Edenton off the south side of NC32 in Chowan County
(Hayes Farm, Edenton, NC, 27932, Home #482-8922, Office
#482-2423).
Dear Mr. Mills:
Mr. John G. Wood, Jr. has requested our technical assistance with the
installation of the above mentioned work. The local Conservation District
has approved his request for cost-share assistance under the State Agri-
culture Cost Share Program for installing best management practices.
Enclosed are tentative plans for your review.
A representative of the Corps of Engineers has seen the site. A copy
of their letter is attached.
The earthen embankment or dam will be placed on an existing travel-way
for an irrigation tower. It will hold water on 0.6 acres of open ravine area
between two crop fields and will have an average depth of 3 feet.
Mr. Wood is requesting a 401 Water Quality Certification from your office
in order to proceed with his permit process.
If we can provide other information, please advise.
