Dear Mr. Harrell:
Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to a tributary
of Albemarle Sound, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

SUBJECT: Dr. John Dunn excavated pond located 5 miles east
of Edenton on the south side of NC32 (Route 3, Edenton,
NC, 27932, Home #482-8715, Office #482-4436).
Dear Mr. Mills:
Dr. John Dunn has requested our technical assistance with the construction
of an excavated pond. The pond will be excavated in an upland ravine
condition. Some spoil material may be placed in wetland during construc-
tion, but will be removed to high ground and landscaped with the sur-
rounding area. A structure for water control could be installed to
manage the normal water level. The entire site will involve less than
one acre.
Enclosed are maps showing the site location. Dr. Dunn is requesting a
401 Water Quality Certification from your office in order to proceed
with his permit process.
If we can provide other information, please advise.
