Annual Report (2017) Review
Town of Spindale Residuals Land Application Program
Non-discharge Permit No. WQ0001953

Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of Spindale
Residuals Land Application Program on 12/11/2018. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0001953. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
The following issues were noted in the review and should be addressed:
1. Corrosivity (pH) was analyzed out of hold time. The analysis was performed by PACE Analytical
Services, LLC (Asheville, NC). See permit condition IV.2.
2. The residuals pH was analyzed out of hold time. The analysis was performed by Waypoint Analytical.
See permit condition IV. 3.
You may be able to perform the above referenced pH analyses at your facility in order to meet the hold

This is a reminder that your permit contains the following approved land application sites: John William
McFadden, fields M1, M3, M4, M5, M6 and John Turner, field T1.

Inspection Summary:
The inspection included a review of the 2017 Annual Report. The review was conducted by Beverly Price of the Asheville
Regional Office.
123.05 dry tons of residuals were land applied in 2017 to 4 permitted fields.
The residuals analysis was conducted at the frequency required in the permit. Heavy metals results were within the Ceiling
Concentration limits. Field loading rates for metals and PAN were calculated and appeared to be within permit limits.
2017 Residuals Analysis: pH was analyzed out of hold time.
The TCLP Analysis was conducted and regulatory limits appeared to be compliant.
Corrosivity, Ignitability and Reactivity analyses were conducted in 2017. The following issue was noted:
Corrosivity – Analyzed out of hold time.
Soils analyses were conducted in 2017. Fields #M3, M5 and M1 had pH’s <6.0. Lime was added to fields M3 & M5 in
November 2017.
Pathogen Reduction was verified using Alternative #1 – Fecal Coliform Density.
Vector Attraction Reduction (VAR) was verified using Option 3 – 30-Day Bench Scale Test. Laboratory sheets should be
included with the calculations for the 30-Day Bench test.
